ORDINANCE AND LEGAL REVIEW COMMITTEE
JULY 9, 2019 6: 00 PM
Alderman Wigginton called the meeting to order.
Aldermen present on roll call: Alderwoman Pusa, Alderman Hazel, Alderman Randle,
Alderwoman Stiehl and Alderman Wigginton.
Staff Present: Mayor Eckert, Planner and GIS Coordinator, Joel Glasscock.
Guest Present: Lynn Clapp
PUBLIC PARTICIPATION

At the last housing meeting they were discussing the vacant housing list and the confusion over
that. One of the conclusions he came to after they defined vacant as it applies to that registration
is that it would be better if that ordinance is re- titled to be called " derelict registration list".
MINUTES
Alderman Hazel made a motion seconded by Alderwoman Pusa to accept the minutes of March
12, 2019.
All members present voted aye.

MISCELLANEOUS& NEW BUSINESS
Title III (Administration), Chapter 32 ( Organizations), Section 32. 055 through 32. 080
Human Relations Commission)
Lynn Clapp referenced a handout from the human relations commission requesting to update the
current ordinance.
The current ordinance is restrictive in that is reads one must be 40 years or older and the
recommended change is 18 years old. There is an advantage to getting young people.
Young people's perspective is important.
There is a restriction that three of the people on the committee must own businesses and
they are recommending this be removed.

Updating terms such as sexual orientation being added after gender.
Members of the committee must be residents of the city. The committee is wanting to
add employment in the city which replaces owners of businesses located in the city.
They would like flexibility to have meetings outside of city hall.
Alderman Hazel asked if the commission members were required to take HR classes; Lynn
Clapp advised when new members were added there were two or three modules that were
reviewed.
Alderman Randle asked if this is consistent with Federal and State statutes; ' City Attorney
Hoerner stated by State law and will remain consistent.

Alderman Randle made a motion seconded by Alderman Hazel to amend Title III
Administration), Chapter 32 ( Organizations), Section 32.055 through 32. 080 ( Human Relations
Commission).

Discussion regarding Used Motor Vehicles Sales/ Lots. ( Ordinance 74.07AB)
Alderman Randle presented pictures regarding the following addresses:
1) 3000 West Main Street- picture depicts an overflow of inventory, the parking lot is grass, no
parking - fire lane on both sides of the street.
2) 4203 West Main Street - inventory in Geo Wings parking lot. The owners of
overflow of
Geo' s should be notified the cars are not allowed on their lot.- City Attorney Hoerner stated
zoning should be addressed regarding inventory regulating inventory parking and customer
parking.
3) 3600 West Main Street- car transport vehicle being parked in the middle of the street.
4) 3004 West Main Street- Suburban Motors inventory.
Alderman Wigginton stated there are many vehicles that are stopping/parking on Main Street;
Mayor Eckert advised this will be addressed in the next staff meeting. Alderman Randle
requested addressing postal workers parking in fire lanes.

Title IX (General Regulations), Chapter 94 ( Parks and Recreation), Section 94.01( T) ( Park
Regulations) of the Belleville, Illinois Revised Code of Ordinances.
Mayor Eckert recommended to eliminate the everyday use alcohol in parks and implement a
procedure that a permit be issued by the Mayor with Council approval to have alcohol in Rotary,
Ever and Anon, Hough, Southside and Pleasant Hill Parks. Signs will be installed with specific
language regarding alcohol
Alderman Randle made a motion seconded by Alderwoman Stiehl to approve amending Title IX
General Regulations), Chapter 94 ( Parks and Recreation), Section 94. 01( T) ( Park Regulations)
of the Belleville, Illinois Revised Code of Ordinances.
Members voting aye on roll call: Pusa, Hazel, Randle, Stiehl, Wigginton, Mayor Eckert. ( 6)

Alderman Randle made a motion seconded by Alderwoman Stiehl to adjourn the meeting at 6: 37
p.m.
