APPROVED PUBLIC HEALTH and HOUSING COMMITTEE MEETING MINUTES January 4, 2012 Members: Alderman Ken Kinsella – Chairman Alderman Gabby Rujawitz Alderman Jim Musgrove Alderman Dave Martinson Alderman Tim Carpenter Jennifer Gain Roger Barfield Chairman Ken Kinsella called the meeting to order at 6:00 p.m. Alderman Musgrove made a motion to approve the minutes from the December 7, 2011 meeting, seconded by Alderman Rujawitz. All members present voted aye. Guests Alderman Hardt – Ward 4 Committee Member Reports: None. Old Business: Ordinance Change 33-2-3. Discussion on new wording as agreed upon at meeting in December 7, 2011. Attorney Flynn and Jennifer Gain changed the wording appropriately to require new occupancy changes for those other than owner occupied residences must have a new inspection at time of occupancy change. One year expiration is still active for owner occupied residences. Area in highlight is new wording. Area with lines through it will be redacted from the ordinance. Discussion on fee changes. Meeting in December, committee agreed to not charge different fees depending on when the inspection is conducted. Alderman Musgrove will discuss with Ordinance & Legal Review as the committee was interested in a different fee structure. Motion made by Alderman Martinson and seconded by Alderman Rujawitz to send the revised ordinance 33-2-3 to Ordinance & Legal Review. All members present voted aye. Alderman Musgrove will place the item on the next agenda for Ordinance & Legal Review. New Business: Discussion on the next list of upcoming demolitions. Jennifer Gain explained the proposed time table for asbestos, bids, approval and start of demolitions. Discussion on those which are court ordered and city owned. Specific discussion on Walter Street property due to amount of asbestos and demolition fees possibly costing around 70,000.00 alone among the demolitions. The demolitions are budgeted and approved. Alderman Carpenter inquired as to the historical value of any of the homes. Jennifer Gain advised that none of the homes are located within a historical district therefore we are not aware of their historical significance. Committee was advised that the time table will tentatively bring the bid opening to the next meeting in February. No other business. Motion was made by Alderman Rujawitz and seconded by Alderman Martinson to adjourn the meeting at 6:10pm. All members present voted aye.
