APPROVED PUBLIC HEALTH and HOUSING COMMITTEE MEETING MINUTES October 3rd, 2012 Members: Alderman Ken Kinsella – Chairman Alderman Gabby Rujawitz Alderman Jim Musgrove Alderman Dave Martinson Alderman Tim Carpenter Tricia Tialdo (Excused) Robert Sabo Roger Barfield Alderman Kinsella called the meeting to order at 6:00 p.m. Alderman Musgrove made a motion to approve the minutes from the August 1st, 2012 meeting seconded by Alderman Rujawitz. All members present voted aye. Motion carried. Guests: Alderman Phil Elmore Gina Costello Jaqueline Lee-Belleville News Democrat Committee Member Reports: None Old Business: None New Business: Alderman Elmore presented to the committee a request for an addition to the current Rental Registration ordinance 33-3-10 which would read as follows under section D : Owner/Local Agent/Landlord/Management Company will perform background checks on all tenants 18 yrs or older that will be residing in the property. Owner/Local Agent/Landlord/Management Company will sign an affidavit that states that background checks were performed on those individuals 18 yrs and older that will be listed on the occupancy permit with the City of Belleville. Owner/Local Agent/Landlord/Management Company will also collect signatures by all 18yrs and older individuals on lease granting permission to perform background checks and be informed that information received during background checks may be cause to not allow prospective tenant to rent property. Tenant will present signed affidavit from the Owner/Local Agent/Landlord/Management Company to the City of Belleville Housing department at time of application for Occupancy Permit. Housing department employee will reference affidavit with occupancy permit and confirm that individuals listed on the occupancy permit match those listed on affidavit except for minor children. Occupancy permit request will be denied if affidavit does not match names listed on occupancy permit whether by addition or deletion of individuals listed on affidavit. Chairman Kinsella and Alderman Rujawitz suggested that this addition be left up to the Crime Free Housing Task Force’s decision to place into the ordinance. After discussion by committee members it was decided that no motions would be made in this matter. A motion was made by Alderman Musgrove and seconded by Martinson to table the discussion on the selling of city owned property until next meeting. All members presented voted aye. Motion carried. No other business. Motion was by Alderman Martinson and seconded by Alderman Rujawitz to adjourn the meeting at 6:34p.m..
