I. Call to Order
Chairman Hazel called the meeting to order at 7:00 pm.
II. Roll Call of Members/Staff
Roll Call of members was taken. Attendance was noted as provided above.
III. Approval of the Minutes
The minutes from the July 24, 2019 minutes were approved with the correction of the
address being 9823 West Main instead of 9023 West Main.
IV. Emergency Procedures
Alderman Hazel provided the emergency procedures, if necessary, for those present.
V. Public Participation
Michael Hagberg expressed concerns regarding two City-owned lots, 708 West and 723
West Monroe and provided pictures. His concerns were regarding the maintenance of the
properties, which is contracted. He explained that he had not done a report of concern
because he knew he would be attending the meeting.
Michael Buetner addressed the Committee regarding his concerns regarding dumpsters
owned by Lindenwood University not properly placed on Lindenwood’s property. Mr.
Buettner advised that homeless people are sleeping/living in the dumpsters. He urged that
Lindenwood should be required to place the dumpsters on their own property and their
security should ensuring the dumpsters are being utilized properly. He also expressed
concerns regarding where the students would be staying once school commenced.
Alderwoman Carmen Duco provided information from Lindenwood regarding which homes
would/would not be occupied and the security procedures for the area.

VII. Old Business
1. Update on demolitions
Interim Director Annissa McCaskill provided information and a pictures regarding demolition
of 404 East Main Street due to structural issues. Information was also provided regarding
an emergency demolition at 724 West Lincoln by Building Commissioner Jeff Heidorn.
There were discussions regarding the upcoming demolition bid process.
2. Vacant Properties
Interim Director Annissa McCaskill explained the difference between a vacant property and
an unoccupied property, as there was confusion. A “vacant property” is one which has code
issues and/or has been deemed unsafe per the Building Commissioner. Additionally, the
language places the responsibility of the solely on the Building Commissioner for all
inspections. The Committee discussed the possible need to provide parameters and a
definitive timeline for the “pilot” initiated in 2018. After discussion, the Committee agreed that
the Ordinance should be forwarded to Ordinance and Legal Committee to clarify and
streamline the mechanisms in the ordinance.
