CATL TO ORDER BY CHAIRPERSON ROTHWEILER Chairman Chris Rothweiler called the meeting to order at 6:00 P.M. 2. EXPIANATION OF DISASTER PROCEDRUE: 3, PUBLICPARTICIPATION Alderperson Raffi Ovian asked Assistant City Attorney Lloy Cueto for an update on 8300 W Main St. He asked Scott Tyler about 9805 w Main St and the dead tree. He also wanted to know if 6723 W Main St is now rental or is it owner occupied. He wants to know the status of 10606 W Main St, 4520 W Main St and the sign, and 200 N 72'd St. 4. APPROVAL OF MINUTES 4-A. Motion to Approve the minutes of the Health, Housing and Building Committee meeting February 21, 2024. . Motion made by: Alderperson Osthoff o Seconded by: Tricia Tialdo . Voice Vote: Passed 5. NEW BUSINESS 5-A. Large Stump at 1101 Lebanon Ave Scott Tyler discussed the uprooted tree stump that has been there for at least a year and that he has been getting a large number of complaints. Property owners have been contacted and they said they cannot afford to have it removed. He has Meuer Brothers coming to give a bid for the removal of tree stump. 5-8. Grass Complaints Scott informed the committee that the office has been receiving over 100 complaints a week for high grass. He stated that we must go out and confirm the address and then send a 7-day letter. lf the grass doesn't get cut and it is sent to Minton and Minton is a week behind due to the rain. lt could take up to 2-3 weeks for grass to get cut. He also stated he had stickers that he puts on people's front doors. He said that seems to be working better than the letters because the people are notified right away. Alderperson Kara Osthoff asked if there is a way that the City could help residents thru community assistance to help residents who cannot afford to get their grass cut or with other property issues and be proactive instead of reactive. She stated she knows this is a huge topic and will need to be discussed at a different meeting. Alderperson Phil Elmore stated he had problems last year with grass cutting at some properties, and he contacted some churches and they helped. He also stated that maybe some youth could help such as the Boy Scouts. Alderperson Lillian Schneider wants to know about liability and who would be responsible if someone got hurt. 5-C Demolitions Fast Track . Scott Tyler discussed 521 E "C" St. He stated that both houses had a fire. Assistant City Attorney Lloyd Cueto stated the property has been fast tracked thru the court system so the house can be demolished sooner. There have been many complaints about this property. Lloyd Cueto discussed 209 5 14th St. The property has been fast tracked thru the court system. There have been 2 different owners and there is a disagreement over the property. The property was sold by a quit claim deed, and the new owner was not aware that the house had been condemned. Alderperson Lillian Schnelder asked for clarification of which house Scott Tyler was talking about on E "C" St. 5-D. Other Demos Assistant City Attorney Lloyd Cueto stated that they have a new priority list of the next 10 properties for demolition. Chairman Chris Rothweiler asked if they could please provide the spreadsheet showing the properties that the City would like to demolish. Scott Tyler stated there are at least 10 more properties besides the other 10 properties. He also stated he will not have enou8h money to demolish these houses. St Clair County may be able to pay for some of the demolitions and some are in TlF3. Chairperson Chris Rothweiler asked that all the alderpersons who are present to give their list of homes of concern to Scott Tyler. 5. OTHER BUSINESS TO COM E BEFORE THE COMMITTEE: 6-A. Alderman Raffi Ovian asked about 8300 W Main St. Lloyd Cueto stated he has talked to the owner of the property. He also asked about the stump on 1101 Lebanon Ave and if the street department could pull it up with a chain. Chairperson Rothweiler said that would not be able to be done due to possibility of damaging the property or power lines. Scott Tyler stated he was unaware if 6723 W Main St was rental or not. Sgt Sam Parsons stated he will investigate it and get back to him. Scott Tyler stated he will have to check with ioe Werner on 10606 W Main St about the condition of this property. Scott Tyler talked about Alderperson Raffi Ovian's concern over the sign at 4520 W Main St and said they will need a meeting with the city Attorney to see how to dealwith all the signs for vacant buildings. scott Tyler stated that some of these signs have historical value. Alderperson Lillian Schneider asked if when applying for a sign permit, it is stated on the application that the sign needs to be removed if business closes. 6-B Alderperson Lillian Schneider discussed the property at 1006 Hecker, L2O9/1277 N Charles and 1215 N Charles. She gave picturestothe cor. nitteeof each property. Alderperson Kara Osthoff stated thatthe problems at Foley Dr and N 38th St has been addressed and thanked the committee. Michael Hagberg stated that General Assistance is state regulated and very restricted. St Clair County has programs available that may be able to help elderly people. 7. ADJOURNMENT .
