Public Participation (2-3 MINUTES PER PERSON) (a) Members of the public may address the City Council in accordance with Section 2.06(g) of the Illinois Open Meetings Act (5 ILCS 120/2.06(g); (b) Public comments are limited to three (3) minutes per speaker; (c) The subject of public comments shall be reasonably related to matters(s) identified on the meeting agenda and/or other city business; (d) Repetitive public comments should be avoided, to the extent practical, through adoption of prior public comment (e.g. agreeing with prior speaker); (e) The following conduct is prohibited during public participation: • Acting or appearing in a lewd or disgraceful manner; • Using disparaging, obscene or insulting language; • Personal attacks impugning character and/or integrity; • Intimidation; • Disorderly conduct as defined in Section 130.02 of this revised code of ordinances. (f) Any speaker who engages in such prohibited conduct during public participation shall be called to order by the chair or ruling by the chair if a point of order is made by a sitting alderman. 6. New Business 1. 2026-2027 Roadway Oil/Chip Program Motion to approve DMS Contracting, Inc., lowest responsive bidder, in the amount of $399,000.00. (TIF/MFT) 2. W. Main 28th - 49th Construction Inspection Motion to approve Hurst-Rosche, LLC in the amount of $231,394.00 for Construction Engineering Services for 28-49th W. Main St. (TIF 3) 3. MEPRD Trail Grant Proposal Motion to approve Gonzales Companies LLC for the preparation of an MEPRD Trail Grant for N. Douglas Ave. not to exceed the amount of $3,500.00. (TIF/MFT) 4. N. Douglas Ave. CDBG Application Resolution Motion to approve a Resolution Authorizing the submission of an application to the Metro East Park and Recreation District (MEPRD) FY 2027 Park and Trail Grant Program for the N. Douglas Ave. Shared Use Path and ADA Accessibility Improvements. (CDBG & HRST) 9. Old Business None 10. Miscellaneous/Aldermanic Discussion 1. West Main St. SS4A Presentation by Oates Associates Brandon Beckemeyer, Oates Associates, to present a refresher about the potential improvements that are being considered and demonstration grant scope of work that we will be moving forward with on West Main St. 2. West Belleville Bike Trail Presentation by Kaskaskia Engineering Kaskaskia Engineering Group to give an ITEP Grant overview for West Belleville Bike Trail. 11. Executive Session The Streets and Grades Committee may go into executive session to discuss probable or imminent litigation (5 ILCS 120/2(c)(11)) 12.
