REGULAR MEETING
TUESDAY, MARCH 11, 2014

GUESTS: Alderman John Anthony - Ward 4, Mr. George Laktzian
Alderman Orlet called the meeting to order at 8:00 am.
Alderman White made a motion seconded by Alderman Davidson to approve the minutes of February 11, 2014.
All members present voted aye. Motion carried.
PUBLIC PARTICIPATION:
Mr. George Laktzian stated he owns the building at 9821 W. Main, which had been vacant, now has a florist in it
and needs a delivery zone in front of the building on W. Main Street. He stated the alley in back does not allow
trucks to get in and turn around.
OLD BUSINESS:
NEW BUSINESS:
F1: Request for delivery Zone: Alderman Davidson stated he and Alderman Anthony have been there and
there is nothing past this building, and further said he has seen UPS trucks & mail trucks park there, and sees no
reason why a 15 minute load zone wouldn’t work. Alderman White asked Lt. Col. Spargur for his input from a
safety stand point. Gregowicz said you have a live lane of traffic – Spargur said at 35 mph – Gregowicz said at
that point they are going a lot faster than 35 mph. Tim Gregowicz stated UPS and mail trucks drop a package
and go, here we’re talking 15 minutes, and we have a responsibility for the safety of that driver. Spargur said
from a safety perspective he has concerns with having a parking zone on Main St with 35 mph traffic. Alderman
Davidson stated UPS & mail trucks do the same thing all over. They’re breaking the law and nothing happens,
so he doesn’t understand why a 15 minute zone is any different. Gregowicz said we aren’t giving them the
permission to do it and we aren’t posting signs saying it’s okay to park there. Alderman Anthony stated he’s
trying to end some of the blight, some of which has been caused by removing the parking. Parking is a situation
and will continue to cause businesses to move. Discussion ensued and questions raised as to why there was
parking on Main and now the parking has been removed. Alderman White made a motion to postpone till April
and get a statement from City Attorney on the liability to the City. Alderman Orlet seconded this motion.
Aldermen White and Orlet: aye, Alderman Davidson: naye. Mr. Laktzian thanked the Committee for listening to
him and is sure this business will move but was thankful for being heard.

Alderman Davidson made a motion seconded by Alderman White to adjourn. All members present voted aye.
