APPROVED ZONING BOARD OF APPEALS MEETING MINUTES for March 26, 2015 Members: Rebecca Boyer Excused Tim Price Present Don Rockwell Present Patrick Sullivan Present Toni Togias Present Steven Zimmerman Present Dan Nollman, Chairman Present Staff present: Brian Flynn Cassie Harashe Kari Tutza Aldermen present: None Public present: Anthony Smith, 4704 Butler Crossing Court, Saint Louis, MO Angelina Brown, 518 East B Street, Belleville, IL The meeting was called to order at 7:00 p.m. by Chairman Dan Nollman. Roll called, quorum declared. Chairman Nollman noted that all Zoning Board cases heard at this meeting will be considered at the April 6, 2015 City Council meeting. Chairman Nollman asked if there were any corrections to be noted for the February 26, 2015 Zoning Board of Appeals meeting minutes. No corrections were made, and hence were approved by the Board. -------------------------------------------------------------------- 1-Jan15 – The Nucleus Training Center – Requesting a Sign Installation Permit for Area of Special Control in order to place two 2’ x 4’ window decals and one 18” x 18” window decal at 110 Mascoutah Ave. located in a C-2 Heavy Commercial Zoning District. (Applicable portion of zoning code: 53-4-1.) Ward 7 – This case was Tabled at the January & February 2015 Zoning Board of Appeals. Mr. Sullivan stated that he would abstain from case 1-Jan15 due to a conflict of interest. Mr. Smith explained the sign’s overall look and placement with no further questions or comments by the Board, and no one in the audience to speak in favor or against the case, Chairman Nollman asked for a motion. Steve Zimmerman made a motion to approve the request and was seconded by Tim Price with all present members voting aye, save Patrick Sullivan who abstained. Motion carried. 3-Feb15 – Angelina Brown/Kaleidoscope Kafe – Requesting a Sign Installation Permit for the Area of Special Control in order to install a 16’ x 3’ vinyl sign onto the awning at 121 E. Main St. located in a C-2 Heavy Commercial Zoning District. (Applicable portion of zoning code: 53-4-1.) Ward 2 This case was Tabled at the February 2015 Zoning Board of Appeals. Ms. Brown explained the sign’s overall look and placement and noted that the sign has already been installed. The Board asked why the applicant installed a banner instead of a permanent sign. The applicant answered that it was not in her budget at the time, and that maybe a year from now she could get a more permanent one. Ms. Brown explained the materials and installation process of the current banner. Ms. Brown stated that if the Board didn’t approve this request she didn’t have another sign option because she’d gone over her estimated budget. She asked the Board for approval for at least one year. With no further questions or comments by the Board, and no one in the audience to speak in favor or against the case, Chairman Nollman asked for a motion. Patrick Sullivan made a motion to approve the request and was seconded by Don Rockwell. Voting went as follows: Tim Price-aye, Don Rockwell-aye, Patrick Sullivan-aye, Toni Togias-aye, Steve Zimmerman-nay, Chairman Nollman- nay.
