Roll called, quorum declared. Chairman Nollman noted that all Zoning Board cases heard at this meeting will be considered at the Monday, November 2, 2015 City Council meeting. Chairman Nollman asked if there were any corrections to be noted for the September 24, 2015 Zoning Board of Appeals meeting minutes. No corrections were made hence the minutes were approved by the Board. -------------------------------------------------------------------- The following cases were heard:  30-Oct15 – Mary E. Eitzenhefer – Request for a Use variance in order to utilize lots 6 & 7 on N. 1st St., parcel numbers: 08-21.0-217-026 & 08-21.0-217-027, for storage of construction equipment and materials located in a B-1 Multi Family Zoning District. (Applicable portion of zoning code: 60-6-24.) Ward 2 ~1~  Zoning Board of Appeals, page 2 October 22, 2015 Greg Eitzenhefer, the applicant’s son, explained that there was a misunderstanding regarding a zoning variance that was denied in 1988. The applicant at the time was his father who is now deceased. The business has operated from the site since 1979. Mr. Eitzenhefer stated that the site floods regularly and he had built up a large mound to place his business equipment on. He also noted that the extra materials and derelict vehicles are being removed. Mr. Flynn explained the history of the site in regards to building and zoning requirements and the citations the business owners have received. Mr. Eitzenhefer noted that he has no plans for the adjacent lot which is completely wooded. Mr. Eitzenhefer described a typical work day in regards to truck traffic on the residential street. Chairman Nollman read aloud a petition to deny the request. Alderman Buettner read aloud a letter of concern. With no further discussion by the Board, Chairman Nollman asked for a motion. A motion was made by Steve Zimmerman to deny the request. It was seconded by Rebecca Boyer. All members present voted in the affirmative save Tim Price. The motion carried. 6-1.  31-Oct15 – Toot’s Cake & Candy Supplies – Request for a Sign Installation permit in the Area of Special Control in order to place two (2) window graphics at 314 E. Main St., parcel number: 08-22.0-340-004, located in a C-2 Heavy Commercial Zoning District. (Applicable portion of zoning code: 53-4-1.) Ward 6 Anne Davis explained her request of signage. She noted that the signage was already placed on the windows; she didn’t realize a request was needed at the time of placement. With no further discussion by the Board, Chairman Nollman asked for a motion. A motion was made by Patrick Sullivan to approve the request. It was seconded by Steve Zimmerman. All members present voted in the affirmative. The motion carried. 7-0.  32-Oct15 – Kuehn, Beasley & Young P.C. – Request for a Sign Installation permit in the Area of Special Control in order to place two (2) flush mounted signs at 23 S. First St., parcel number: 08-21.0-443-036, located in a C-2 Heavy Commercial Zoning District. (Applicable portion of zoning code: 53-4-1.) Ward 5 Justin Kuehn explained his request of signage and the materials used. He noted that the signage was already placed on the business; he didn’t realize a request was needed at the time of placement. With no further discussion by the Board, Chairman Nollman asked for a motion. A motion was made by Rebecca Boyer to approve the request. It was seconded by Tim Price. All members present voted in the affirmative. The motion carried. 7-0. ~2~   33-Oct15 – Meckfessel Tire Company – Request for a Sign Installation permit in the Area of Special Control in order to place four (4) flush mounted signs at 415 W. Main St., parcel number: 08-21.0-434-005, located in a C-2 Heavy Commercial Zoning District. (Applicable portion of zoning code: 53-4-1.) Ward 2 Zoning Board of Appeals, page 3 October 22, 2015 Mark Meckfessel explained his request of signage and the materials used. He noted that the current free standing signs will remain as is. With no further discussion by the Board, Chairman Nollman asked for a motion. A motion was made by Don Rockwell to approve the request. It was seconded by Rebecca Boyer. All members present voted in the affirmative. The motion carried. 7-0. Don Rockwell made a motion to ADJOURN, which was seconded by Rebecca Boyer. All members present voted aye.
