The Zoning Board of Appeals meeting was held at Belleville City Hall, Council Chambers, 101 South Illinois Street.
The meeting was called to order at 7:00 p.m. by Chairman Nollman. Roll was called and a quorum declared.
Chairman Nollman noted that all Zoning Board cases heard at this meeting would be considered at the June 4, 2018 City
Council meeting. Chairman Nollman explained the emergency procedures if needed.
Chairman Nollman asked if there were any corrections to be noted for the April 26, 2018 Zoning Board of Appeals
meeting minutes. It was noted that the date was to be corrected at the top of the minutes. With no further corrections, the
minutes were approved by the Board.

26-MAY18-Tim Meeks (Olive Oil Market Place) - A request for a Sign Installation Permit in the Area of Special
Control for signage at 18 East Main Street (Parcel number: 08-21.0-445-013) located in a "C-2" Heavy
Commercial District. (Applicable sections of the Zoning Code: 155.052, 155.053) Ward 6
Applicant Tim Meeks explained he would like to install a sign on his building that would extend out as an overhang as to
be seen East and West. Don Rockwell asked for clarification on overhanging sign and Joel Glasscock, City Planner and
GIS Coordinator, clarified the sign would meet the current code of which states a minimum of eight feet from the sidewalk
and cannot project more than four feet from where attached to the building. Rebecca Boyer asked for clarification where
the sign would be located and if the flag on the building would remain. Mr. Meeks advised that the sign would replace the
flag.

There were no comments from the public .
With no further discussion, Chairman Nollman asked for a motion.
26-MAY18: A motion was made by Scott Ferguson to APPROVE. It was seconded by Rebecca Boyer. All
members present voted in the affirmative. The motion carried 7-0.
27-MAY18-Tim Hasenstab (Charlie's Off Main) - A request for a Sign Installation Permit in the Area of Special
Control for signage at 200 Mascoutah Avenue (Parcel number: 08-22.0-348-011) located in a "C-2" Heavy
Commercial District. (Applicable sections of the Zoning Code: 155.052, 155.053) Ward 7
Tim Hasenstab explained he would like to install a sign on the current awning. It is vinyl sign that attaches to the metal.
Although the sign design will vary from the original submission and be designed similar to the previously painted Charlie's
logo on the awning. He then explained the sign that will be on the side of the building is a vinyl although has a look as if it
is painted on. Annissa McCaskill, Economic Development, Planning, & Zoning Director asked for clarification on signage
size for awning as there was a change in original design as submitted. Mr. Hasenstab clarified the signage size would not
change only the logo.
There were no comments from the public .
With no further discussion, Chairman Nollman asked for a motion.
27-MAY18: A motion was made by Steve Zimmermann to APPROVE with the allowable size as the application
states at 128 square feet. It was seconded by Ferguson. All members present voted in the affirmative. The motion
carried 7-0.
Annissa McCaskill introduced Mitoshia Scott as the new zoning board member.
Steve Zimmerman made a motion to ADJOURN, which was seconded by Rebecca Boyer. All members present voted in
the affirmative. Chairman Nollman adjourned the meeting at 7:12 p.m.
