The Zoning Board of Appeals meeting was held at Belleville City Hall, Council Chambers, 101 South Illinois Street.
The meeting was called to order at 7:00 p.m. by Chairman Dan Nollman. Roll was called and a quorum declared.
Chairman Nollman noted that all Zoning Board cases heard at this meeting would be considered at the November 5, 2018
City Council meeting. Chairman Nollman explained the emergency procedures if needed.
Chairman Nollman asked if there were any corrections to be noted for the September 27, 2018 Zoning Board of Appeals
meeting minutes. One correction was made and the minutes were approved by the Board.

63-OCT18- Nester Realty - A request for a Sign Installation Permit in the Area of Special Control for signage at
12 East Main Street (Parcel number: 08-21.0-445-008) located in a "C-2" Heavy Commercial District. (Applicable
sections of the Zoning Code: 155.052, 155.053) Ward 6
Applicant Claire Leopold stated she would like to install a flush-mounted and non- illuminated 12 foot by 1 foot sign. The
applicant asked if she could install two signs, although her application only mentioned one. The proposed locations would
be on the Main Street side of the building and on the corner of the building facing the public square. Both signs being 12
Foot by 1 Foot. Annissa McCaskill, Economic Development, Planning and Zoning Director, clarified the application did
not state a number of signs and if the total square footage was below the allowable amount, Zoning Board of Appeals
would be allowed to recommend approval of both signs. Steve Zimmerman stated the sign square footage was under the
allowable square footage. Rebecca Boyer asked if each letter was stand alone. Mrs. Leopold clarified each letter was
individual and mounted on a raceway.

Alderman Jane Pusa stated she was in favor of the request.
With no further discussion, Chairman Nollman asked for a motion.
63-OCT18: A motion was made by Scott Ferguson to APPROVE. It was seconded by Rebecca Boyer. All members
present voted in the affirmative. The motion carried 7-0.
64OCT18- Karen Louis - A request for a Special Use Permit to operate an animal hospital at 1601 North Belt
West (Parcel number: 08-09.0-305-025) located in a "C-2" Heavy Commercial District. (Applicable sections of the
Zoning Code: 162.248, 162.515) Ward 3
Karen Louis, Doctor of Veterinary Medicine, advised that she currently operates a house call based veterinary business.
Within the past year, her business has grown and she has added an additional veterinarian and become acupuncture
certified for animals. The proposed veterinary services and acupuncture clinic would be open by appointment only and
limited to cats and dogs. There will be no boarding or overnight hospitalization of pets. Hours would be less than 30 hours
per week. Dr. Louis anticipates adding security cameras, but does not plan any other exterior changes such as an
outdoor area for animals.
Barb Wren, who resides in a neighboring property, asked how much trash would be generated.
Dr. Louis stated the majority of the trash from her business is medical waste and she has a service that currently picks up
that waste. In addition, Dr. Louis does not anticipate much trash to be generated from her business beyond the medical
waste.
With no further discussion, Chairman Nollman asked for a motion
64-OCT18: A motion was made by Steve Zimmerman to APPROVE. It was seconded by Don Rockwell. All
members present voted in the affirmative. The motion carried 7-0.
65-OCT18 - New Beginnings Church of Belleville, IL - A request for a Use Variance to operate a church at 404
Sycamore Street (Parcel Numbers: 08-22.0-307-001, 08-22.0-307-002) located in an "A-1" Single-Family
Residence District. (Applicable sections of the Zoning Code: 162.093, 162.094, 162.570) Ward 2
Applicant and Associate Pastor Rita Winkeler stated that they were requesting permission to operate a church. Don
Rockwell asked how many members they currently have. Pastor Winkeler stated they have approximately 40 members.
Mr. Rockwell asked if there was adequate parking. Pastor Winkeler estimated 20 parking spaces. Scott Ferguson asked
if the lighting would be changed. Pastor Winkeler explained they have Tuesday evening and Sunday morning services
and she felt the current lighting was sufficient for their needs. Rebecca Boyer asked if signage would be added. Pastor
Winkeler stated they would like to add signage and are aware there will be restrictions due to the building being located in
the Hexenbuckel Historic District. The applicant is also aware that any new signage would require an approved Design
Review Request by the Historic Preservation Commission.
Lissa Stallings-Boone stated she is a neighbor and had a question regarding parking. She also wanted to make sure the
building was going to maintain its historical character.
Alderman Pusa stated she was in favor of this request.
Pastor Winkeler stated they intend to be good neighbors.

65-OCT18: A motion was made by Scott Ferguson to APPROVE in the name of the applicant only. It was
seconded by Scott Ferguson. All members present voted in the affirmative. The motion carried 7-0.
66-OCT18 - Schnuck Markets, Inc. - A request for a Special Use Permit for a liquor license at 800 Carlyle
Avenue (Parcel Number: 08-23.0-401-081) located in a "C-2" Heavy Commercial District. (Applicable sections of
the Zoning Code: 162.248, 162.515) Ward 7
Mike Moderelli of Schnuck Markets presented their request fo a liquor license for retail liquor sales at 800 Carlyle
Avenue. The hours of operation are currently 6am-12am. Mr. Mordelli added that in addition to making the change in
name from Shop n Save to Schucks at this location, Schnuck Markets has plans to upgrade the building and parking lot.
There were no comments from the public.
With no further discussion, Chairman Nollman asked for a motion
66-OCT18: A motion was made by Rebecca Boyer to Approve in the name of the applicant only. It was seconded
by Scott Ferguson. All members present voted in the affirmative. The motion carried 7-0.
67-OCT18-Keller Trucking On The Road, LLC - A request for a Sign Installation Permit in the Area of Special
Control for signage at 6 - 8 South Church Street (Parcel Number: 08-22.0-340-002) located in a "C-2" Heavy
Commercial District. (Applicable sections of the Zoning Code: 155.052, 155.053) Ward 6
Applicant Shanta Keller presented her request for a sign instillation permit for a double-sided ploy metal graphic sign.
This will not be illuminated and will be connected to the building by a scroll iron bracket.
Director Annissa McCaskill reminded the Zoning Board of Appeals they previously heard and denied a flush-mounted sign
at the August 2018 meeting. When this request was heard at the September 4, 2018 City Council hearing, the proposed
vinyl window graphics were approved and the flush-mounted sign was denied. The applicant took the recommendation of
the Zoning Board of Appeals and is requesting the smaller double-sided projected signage.
There were no comments from the public.
With no further discussion, Chairman Nollman asked for a motion
67-OCT18: A motion was made by Don Rockwell to APPROVE. It was seconded by Rebecca Boyer. All members
present voted in the affirmative. The motion carried 7-0.
Rebecca Boyer made a motion to ADJOURN, which was seconded by Don Rockwell. All members present voted in the
affirmative. Chairman Nollman adjourned the meeting at 7:39 p.m.
