Smith-McKinzie, Jeff Dougherty, Robert McTearnen, Susan Grubberman, Wade Miller The Zoning Board of Appeals (ZBA) meeting was held via phone conference at Belleville City Hall, Council Chambers, 101 South Illinois Street, via the below access information. The meeting was called to order at 7:00 p.m. by Chairman Dan Nollman. Roll was called and a quorum declared. Chairman Nollman noted that all Zoning Board cases heard at this meeting would be considered at the September 8, 2020 City Council meeting. Chairman Nollman explained the emergency procedures. Chairman Nollman asked if there were any corrections to be noted for the July 23, 2020 Zoning Board of Appeals meeting minutes. With no corrections, the minutes were approved by the Board. ➢ 35–AUG20–AMBER WEISS: A request for a Special Use Permit for a liquor license for Sugar High, a restaurant, at 100 East Main Street (parcel #08-22.0-338-001) located in a “C-2” Heavy Commercial District. (Applicable sections of the Zoning Code: 162.248, 162.515) Ward 6 ➢ 36–AUG20–AMBER WEISS: A request for a Special Use Permit for outdoor dining for Sugar High, a restaurant, at 100 East Main Street (parcel #08-22.0-338-001) located in a “C-2” Heavy Commercial District. (Applicable sections of the Zoning Code: 162.248, 162.515) Ward 6 Amber Weiss provided a request for outdoor seating. Chairman Nollman asked what the hours were for the business and when Sugar High will open. Amber Weiss explained that the hours are currently 7:00 AM-2:30 PM but are subject to change with both COVID-19 restrictions and with City of Belleville events. Ms. Weiss further mentioned, that if Downtown Belleville re-opens fully to include events, she will increase hours to be open to accommodate customers. Ms. Weiss stated that her plan is to be open at the end of September. With no further discussion Chairman Nollman asked for a motion. 35-AUG20: A motion was made to APPROVE in the name of the Applicant only by Steve Zimmerman. It was seconded by Mitoshia Scott. The motion carried 5-0. ➢ 37-AUG20 – DENESHIA L. SMITH-MCKINZIE: A request for a Sign Installation Permit for Area of Special Control to install flush-mounted signs for The Mane Attraction Beauty Bar at 14 East Main Street (parcel #08-21.0-445-008) located in a “C-2” Heavy Commercial District. (Applicable sections of the Sign Code: 155.052, 155.053) Ward 6 Deneshia L. Smith-McKinzie provided a request for a flush-mounted sign and front-entrance door sign installation. Steve Zimmerman asked if the sign above the awning at the location would be lighted and if the picture of the sign was the final draft. Smith-McKinzie explained that the sign would not be lighted and was the final draft. With no further discussion Chairman Nollman asked for a motion. 37-AUG20: A motion was made to APPROVE by Tim Price. It was seconded by Mitoshia Scott. The motion carried 5-0. ➢ 38-AUG20 - BELLEVILLE AREA SPECIAL SERVICES COOPERATIVE (BASSC): A request for a Special Use Permit to establish a 1,200 square foot metal building at 2411 Pathways Crossing (parcel #08-25.0-200-013) located in a “C-4” Commercial District. (Applicable sections of the Zoning Code: 162.278, 162.515) Ward 7 Jeff Dougherty, Executive Director of BASSC provided a request to establish a 1,200 square foot metal building. Dougherty explained that Belleville Area Special Services Cooperative was a school that teaches students with IEP and disability contentions. The metal building would be used to house an overflow of school equipment. Steve Zimmerman asked what equipment would be stored in the building. Dougherty explained that classroom equipment such as desks and lunchroom tables would be stored in the building. Steve Zimmerman asked what times the building would be utilized. Mr. Dougherty, explained the school is open from 7:00 AM-3:00 PM but school maintenance staff would have access until 10:00 PM. Steve Zimmerman asked what color scheme is planned for the metal clad building. Jeff Dougherty explained that a color choice has not been decided but it will be a neutral. Chairman Nollman asked if the building would be located next to the wooden shed. Mr. Dougherty confirmed that the was the location but added that the new building may replace the wooden shed. Chairman Nollman asked if lawn maintenance equipment would be stored in the building. Dougherty explained that BASSC has a contractor that mows for them, but they may hold snow removal equipment and a pallet of salt, but no machinery. Susan Grubberman, Resident of Weatherstone and St. Clair County Board Member, spoke in favor of the case, but mentioned that some neighbors were concerned about drainage and requested that the water be re-directed to the south. Wade Uber, resident at 533 Windrift Drive spoke in neutral of the case, sharing concern that there may be more buildings added in the future. Mr. Dougherty directed a response to Mr. Miller explaining that he does not expect any future buildings to be added to the property. Dougherty explained that drainage would be directed to the South. Joel Glasscock, Planner and GIS Coordinator added that a Site Plan was submitted for the building and was reviewed by The City Engineer. City Engineer Michael Velloff commented that there would be a very, slight, minimal increase in water run-off. Tim Price asked, regarding the topographic design, if the water would drain to the. Michael Velloff answered that site would have dirt and rock added below the building. The water would drain to the south. With no further discussion Chairman Nollman asked for a motion. 38-AUG20: A motion was made to APPROVE by Steve Zimmerman. It was seconded by Tim Price. The motion carried 5-0. Annissa McCaskill, Residential and Commercial Development Services Director explained that this was the last Zoning Board of Appeals for Joel Glasscock, Planner and GIS Coordinator. She thanked Joel for his hard work and service for the City of Belleville.
