Page 1/2 CITY OF BELLEVILLE, ILLINOIS ZONING BOARD OF APPEALS December 16, 2021, Meeting Minutes Members: Deborah Brennan Excused Ryan Moore Excused Tim Price Present Don Rockwell Present Steve Zimmerman, Acting Chair Present Mitoshia Scott Excused Dan Nollman, Chairman Present Staff present: Cliff Cross, Director of Economic Development, Planning & Zoning Shari Blakeslee, Planner and GIS Coordinator Penny Moore, Secretary, Economic Development, Planning & Zoning Public present: Robert Rosner Nancy Bakay City Council Members present: None Due to a lack of quorum with only three (3) members present, the meeting was delayed a few minutes for one additional Board Member to arrive. The meeting was called to order at 7:09 PM by Chairman Dan Nollman. Roll was called and a quorum declared. Chairman Nollman explained the emergency procedures. A motion was made by Tim Price to approve the minutes from the November 18, 2021, Zoning Board of Appeals meeting. The motion was seconded by Don Rockwell. The motion carried 4-0 with all present members voting in the affirmative. Chairman Nollman noted that the Zoning Board cases heard at this meeting would be considered at the Monday, January 3, 2021, City Council meeting. The following cases were heard: A. 72-DEC21 – Robert Rosner & Nancy Bakay: Request for a Special Use Permit to operate a Bed and Breakfast (Air B&B) at 2712 Walter Street (08-20.0-208-007) located in an “A-1”, Single Family Residential District. (Applicable section of the zoning code: 162.094, 162.515) Ward 2 Bob Rosner submitted three (3) pictures to the Board Members of said property (pictures attached to minutes). Mr. Rosner explained the request for a Special Use Permit to operate an Air B & B at 2712 Walter Street. Mr. Rosner further explained the said house was originally purchased by him for his daughter to live in but has since moved out. Mr. Rosner stated that his residence is next door to the said property, whereby allowing them to watch and maintain the property continuously and easily. Mr. Rosner stated that he is an advocate of the Crime Free Housing program, as he is concerned about the area. (7:11 PM) Mr. Rosner mentioned that he and Nancy Bakay have been heavily involved in Belleville volunteer activities since 2010. These activities have included Art on the Square, the marathon, aiding a small business to move and become established in Belleville, and working with a non-profit supporting local-area Veterans. (7:13 PM) Steve Zimmerman asked what the size of the property is. Mr. Rosner answered that the property is a two (2) bedroom, one (1) bathroom, approximately nine hundred (900) square feet with a full basement and garage. Mr. Rosner added that the garage would not be utilized by the Air B & B guests. Mr. Rosner mentioned the people they plan to rent to would be a family with a maximum of two (2) adults and two (2) children for the short-term rental, adding they would not go above the City recommended occupancy. Mr. Rosner further explained the security measures taken as including digital locks on the house, security system, and rear security lighting. Mr. Rosner answered that they would not rent the property for more than one (1) week. Mr. Rosner added that they would be utilizing the Air B & B site, which includes insurance that covers the building in addition to their current renter’s insurance. Mr. Rosner stated that they will continue to maintain the property, which includes the payment of all utilities. (7:15 PM) Mr. Zimmerman asked if Mr. Rosner had any plans to make improvements to the property. Mr. Rosner said that they do not plan to make any improvements unless they are required to build a handicap ramp for meet ADA Compliance. Mr. Rockwell asked where renters would park. Mr. Rosner said there are three (3) parking spaces in the paved driveway. (7:16) Mr. Rosner added that he as discussed and received support from Alderwoman Carmen Duco. (7:17 PM) 72-DEC21 – Robert Rosner & Nancy Bakay: A Motion was made to APPROVE the Request for a Special Use Permit to operate a Bed and Breakfast (Air B&B) at 2712 Walter Street, IN THE NAME OF THE APPLICANT ONLY by Don Rockwell. It was seconded by Steve Zimmerman. The motion carried 4-0. (7:18 PM) Steve Zimmerman made a motion to ADJOURN, which was seconded by Don Rockwell. All members present voted aye. Chairman Nollman adjourned the meeting at 7:19 PM.
