CITY OF BELLEVUE COMMON COUNCIL April 22, 2024 The Common Council of the City of Bellevue, Idaho, met in a Regular Meeting, on Monday, April 22, 2024, at 5:30 p.m. in the Council Chambers of the City of Bellevue Offices, located at 115 E. Pine Street, Bellevue, ID 83313. Call to Order: President Giordani called the Regular Meeting to order at 5:31 p.m. Roll Call: Present Chris Johnson, Mayor – via Zoom (arrived at 5:58 p.m.) Christina Giordani, Council President Robin Leahy, Council Member John Carreiro, Council Member Diane Shay, Council Member Jessica Obenauf, Council Member – via Zoom Shaun Mahoney, Council Member – via Zoom Roll Call was conducted; all Members were present. Mayor Johnson, Council Members Mahoney and Obenauf attended the meeting via Zoom. Staff Present: Rick Allington, City Legal Representative Greg Beaver, Fire Chief Michael Shelamer, Sergeant, Marshal’s Office Shelly Shoemaker, City Treasurer Michelle Snarr, City Clerk Others in Attendance: John Kurtz, Christina Van Der Meulen and Kristin Fletcher (Parks Committee), Mark McKenna, Abagail S., and Tony Evans. 1. Amendment to the Agenda: (Pursuant to Idaho Code § 74-204-4 (b)(c) It was proposed to amend the Monday, April 22, 2024, Regular Common Council agenda to add a presentation by Mike McKenna, The Chamber. Mr. McKenna requested to be on the April 22, 2024, Council agenda via email to the city clerk on March 16, 2024. Due to a miscommunication on the city clerk’s part, the agenda item was not added as anticipated by Mr. McKenna. a. Motion of the Common Council Motion Council Member Shay moved to amend the April 22, 2024, Regular Common Council meeting agenda, which was posted Monday, April 22, 2024, for the purpose of adding a presentation by Mike McKenna, The Chamber, Hailey and Wood River Valley, which was confirmed to be on the April 22, 2024, Regular Common Council agenda, via email to Michelle Snarr on March 16, 2024. Council Member Carrerio seconded the motion. Council Members voting aye: Members Carreiro, Shay, Leahy, Mahoney, Giordani, and Obenauf. Members voting nay: None. The motion passed unanimously. 2. Notice of Agenda Compliance: The posting of this regular meeting agenda complied with Idaho Code §74-204. The regular meeting agenda was posted within forty-eight (48) hours prior to the meeting at the Bellevue City Hall, Post Office, and on the city website on April 18, 2024, and the amended agenda was posted on April 22, 2024. Motion: Council Member Shay moved the notice agenda was in compliance with Idaho Code §74-204. Council Member Carreiro seconded the motion, and the motion passed unanimously. Call for Conflict as Outline in Idaho Code §74-404: President Giordani called for conflict from any Council Member or staff Member with any agenda item. No conflict was noted. 4. Public Comment: (for Items of Concern Not on the Agenda): President Giordani opened the meeting for public comment at 5:48 p.m. Council Member Shay pointed out the Drinking Water Revenue Bond Open House was conducted on Saturday, April 20, 2024, and it was poorly attended. She said she hoped they could do a better outreach to the residents by means of a special meeting one weeknight prior to May 21, 2024. Public comment closed at 5:50 p.m. 5. PRESENTATION: Mike McKenna, The Chamber – Hailey and Wood River Valley Mr. McKenna addressed the Council, and noted they were the oldest chamber and now the only chamber in the Wood River Valley. He noted that the City of Bellevue became a member of The Chamber in 2017. Mr. McKenna indicated The Chamber provides marketing for the entire Wood River Valley to anyone who may want to come to the area. The majority of the marking goes to Northern Utah, Oregon, and Montana. He listed numerous things they do for the community and played a Chamber video for the Council. 6. PRESENTATION: PARK COMMITTEE: Presentation of the Bellevue Park and Tree’s Committee Recommendation for O’Donnel Park and the Memorial Park Study and Recommendation: Mr. John Kurtz, Ms. Kristin Fletcher, and Christina Van Der Meulen presented the Council with the Bellevue Park and Tree’s Committee recommendations for the O’Donnel Park Update (2023), the Bellevue Parks and Tree Commisttee Recommendations for O’Donnell Park (2019) and the Bellevue Memorial Park Survey and Park Committee Recommendations. Ms. Fletcher provided a brief overview of the history of the Parks Committee and how the parks fit into the comprehensive plan, which they have been working on for five years. Mr. John Kurtz noted that there is a chapter in the Comprehensive Plan regarding recreation, and they have made some recommendations to the Mayor and Council. Mayor Johnson joined the meeting via Zoom at 5:58 p.m. 7. Consent Agenda: a. Approval of Common Council Meeting Minutes i. January 22, 2024, Regular Council Meeting Minutes b. Approval of Claims: April 9, 2024, through April 22, 2024 c. Request for Funds, Fire Department in the Amount of $1,548 for Fire Hose: Chief Beaver, Fire Chief d. Treasurer’s Financial Report for FY 2024, though the 2nd Quarter, March 31, 2024: Shelly Shoemaker, City Treasurer e. Department Head Reports Ms. Shoemaker informed the Council she needs to inform Blaine County what day the Council will conduct its Fiscal Year 2025 Budget Public Hearing by April 30, 2024. She suggested August 12, 2024, or August 26, 2024, for the budget hearing to adopt the city’s budget. Mayor Johnson suggested August 12, 2024, in case something happens, they can continue to the next meeting. Council Members voting aye: Members Giordani, Carreiro, Obenauf, Shay, Mahoney and Leahy. Members voting nay: None. The motion passed unanimously. 8. NEW BUSINESS: a. Consideration of Resolution No. 2373, A Resolution of the Common Council of the City of Bellevue, Idaho, Accepting $49,999 in American Rescue Plan Act/State and Local Recovery Funds for the Reimbursement of Conducting a Drinking Water Planning Survey and Ratifying the Mayor’s Signature on the Contract for Services Between Blaine County and the City of Bellevue Mayor Johnson introduced Resolution 2373 for accepting $49,999 in American Rescue Plan Act/State and Local Recovery Funds for water. Mayor Goldman submitted the request, and he went before the County Commission the previous week (week of April 15, 2024). Motion: Council Member Shay moved to adopt Resolution No. 2373, A Resolution of the Common Council of the City of Bellevue, Idaho, Accepting $49,999 in American Rescue Plan Act/State and Local Recovery Funds for the Reimbursement of Conducting a Drinking Water Planning Survey and Ratifying the Mayor’s Signature on the Contract for Services Between Blaine County and the City of Bellevue. President Giordani seconded the motion. Council Members voting aye: Members Shay, Mahoney, Obenauf, Leahy, Carreiro, and Giordani. Members voting nay: None. The motion passed unanimously. b. Consideration of Resolution No. 2374, A Resolution of the Common Council of the City of Bellevue, Idaho, Accepting $49,999 in American Rescue Plan Act/State and Local Recovery Funds for the Reimbursement of Wastewater Treatment Plant System Repairs and Ratifying the Mayor’s Signature on the Contract for Services Between Blaine County and the City of Bellevue Mayor Johnson introduced Resolution 2374 for accepting $49,999 in American Rescue Plan Act/State and Local Recovery Funds for wastewater. Mayor Goldman submitted the request for rewatering. However, with the current state of the wastewater plant, the city requested that the funds be reallotted for electrical and Supervisory Control and Data Acquisition (SCADA). He went before the County Commission the previous week and Commission approved and awarded the request as reallotted (week of April 15, 2024). Motion: President Giordani moved to adopt Resolution No. 2374, A Resolution of the Common Council of the City of Bellevue, Idaho, Accepting $49,999 in American Rescue Plan Act/State and Local Recovery Funds for the Reimbursement of Wastewater Treatment Plant System Repairs and Ratifying the Mayor’s Signature on the Contract for Services Between Blaine County and the City of Bellevue. Council Member Carreiro seconded the motion. Council Members voting aye: Members Mahoney, Giordani, Carreiro, Obenauf, Leahy and Shay. Members voting nay: None. The motion passed unanimously. Vest Snarr, City Clerk Page 3 of 3 Common Council Minutes | April 22, 2024 Approved July xx, 2024 CITY OF BELLEVUE NOTICE OF PUBLIC COMMENT PERIOD WASTEWATER FACILITY PLANNING STUDY AND ENVIRONMENTAL DOCUMENT The City of Bellevue, Blaine County, Idaho, will be accepting comments from the public regarding the City of Bellevue Wastewater Facility Planning Study and Environmental Document concerning the proposed wastewater system improvements. The wastewater facility planning study, environmental document, and the proposed wastewater system improvements with maps showing the proposed alternatives are available for viewing at Bellevue City Hall, and on the City of Bellevue website: www.bellevueidaho.us. The public comment period will be from Wednesday, July 3, 2024, and will end on Monday, July 22, 2024. Written comments will be accepted at the scheduled public meeting, at Bellevue City Hall, 115 East Pine Street, PO Box 825, Bellevue, Idaho 83313, and emailed to mvestsnarr@bellevueidaho.us. City hall is open from 7:00 am to 5:30 pm, Monday through Thursday and the city telephone number is 208-788-2128. The public comment meeting will be held from 5:30 pm to 6:30 pm on July 22, 2024, during the regularly scheduled Common Council meeting where details of the project options will be outlined and verbal comments received.
