(Previously discussed with Council on June 23, 2014. Staff seeks Council action on Ordinance. This is a Process III application. Under a Process III, the Hearing Examiner makes a recommendation to the City Council, which is the decision-making body. Should Council deny the application, the decision is appealable to Superior Court. The Hearing Examiner recommends Council approval.)
