Note: The time allowed shall not exceed 30 minutes. If the number of speakers signed up to
speak will exceed the 30-minute period, the Chair is authorized to give preference to (1)
persons speaking to items on that meeting's Agenda or anticipated to come on the Agenda
within one month and/or (2) to persons who have not spoken to Council in the last quarter. A
maximum of three persons are permitted to speak to each side of any one topic.

a) 16-105 Presentation by Dr. David Rule, Bellevue College President
(For information and discussion.)
b) 16-106 Report on the Findings of the 2015-2016 Human Services Needs Update
(For information and discussion. Commission Chair, Rev. McEachran, will be
providing comments.)
c) 16-107 Sound Transit 3 Discussion
(For information and discussion. Staff seeks Council direction on a City of
Bellevue comment letter to the Sound Transit Board regarding the Sound
Transit Phase 3 (ST3) System Plan project scope, and Council action on a joint
Eastside Cities comment letter to the Sound Transit Board regarding ST3
System Plan project scope. The submission deadline to the Sound Transit Board
is January 21, 2016.)
d) 16-108 Presentation of South Bellevue Station Area Plan Report and informational
update on the work to-date of the Citizen Advisory Committee for the East
Main station area plan
(For information and discussion. Staff seeks Council direction on next steps for
implementing the strategies in the Report.)

e) 16-109 Draft 2016 State Legislative Agenda and Legislative Update
(For information and discussion. Staff seeks Council direction and any
additional input on issues and preliminary positions included on the draft
agenda and, if so, the relative priority.)
