If the number of speakers signed up to speak will exceed the 30-minute period, the Chair is authorized to give preference to (1) persons speaking to items on that meeting's Agenda or anticipated to come on the Agenda within one month and/or (2) to persons who have not spoken to Council in the last quarter. A maximum of three persons are permitted to speak to each side of any one topic. 4. Study Session Items a) 18-127 Council Business and New Initiatives b) ORD 6398 Public Hearing on an Ordinance extending Ordinance No. 6368, which imposed an Interim Official Control regarding the permit process required to establish a homeless shelter and identified the Land Use Districts where a homeless shelter may be permitted; providing for severability; and establishing an effective date. 1. Council discussion and action. c) 18-128 Update on the Bellevue School District by Superintendent Dr. Ivan Duran and Deputy Superintendent for Finance Melissa DeVita. (For information. Dr. Duran and Melissa DeVita will present information on Dr. Duran's one year academic plan, the district's upcoming levy ballot measures, and the impacts of the State Legislature's K-12 funding plan.) Following direction at the January 16 Council meeting to bring this item back, staff seeks approval of the 2018 State Legislative Agenda and 2018 Statement of Legislative Policy.) e) 18-130 Regional Issues Overview (For information. Written update.) f) 18-131 Regional Issues Updates (For information. Written update.) g) 18-132 Introduction to BelRed Look Back and Scope of Work Topics (For direction. Staff will provide an overview of the BelRed vision and goals and will seek Council direction on the topical areas that should be included in the BelRed Look Back process. Staff will return to a future Council meeting for formal approval of the scope of work, project schedule and guiding principles.) h) 18-133 Bellevue Smart Mobility Plan Update. This effort was formerly known as the Intelligent Transportation Systems (ITS) Implementation Strategy Update. (For information. Staff will provide an update on the development of the plan, including the projects and initiatives that will be highlighted as priorities for the City in the next five years.) 5.
