The total time for oral communications is 30 minutes. If the number of speakers signed up to

b) 20-605 Motion to award Bid No. 20057 SE Eastgate Way Illumination - Richards Road to
139th Avenue SE (CIP Plan No. PW-R-46) to Northeast Electric LLC as the lowest
responsible and responsive bidder, in the amount of $329,455.00, plus all applicable
taxes.
c) 20-606 Motion to award Bid No. 20053 for 2020 Pipe Defect Dig and Repair to Interwest
Construction, as the lowest responsive and responsible bidder, in an amount not to
exceed $935,935.00 plus all applicable taxes (CIP Plan No. D-64 and CIP Plan No.
S-24).
d) 20-607 Motion to award Bid No. 20054 for 2020 Defect Repair - Trenchless Package to
Michels Corporation, as the lowest responsive and responsible bidder, in an amount
not to exceed $1,339,049.00 plus all applicable taxes (CIP Plan No. D-64, S-24,
S-66).
e) RES 9856 Resolution authorizing the execution of a one-year administrative services contract
between the City of Bellevue and Premera Blue Cross for calendar year 2021
medical and prescription drug third party administrator services, in an amount not to
exceed $810,000, plus all applicable taxes.
f) 20-608 Motion to approve payment of claims and payroll for the period November 1, 2020 -
November 30, 2020
g) ORD 6547 Ordinance updating the school impact fee schedule for Issaquah School District No.
411 and Renton School District No. 403; amending Section 22.18.100 of the
Bellevue City Code; and establishing an effective date.
h) ORD 6548 Ordinance amending the 2019-2020 Interest & Debt Redemption - Regular Fund to
increase the appropriation by $61,053,378 to reflect the final accounting for the sale
of bonds approved under Ordinance 6543.

the Comprehensive Plan of the City of Bellevue pursuant to the Growth Management

effective date.
b) ORD 6559 Ordinance adopting the Glendale Country Club NE (20-102772 AC) 2020
amendment to the Comprehensive Plan of the City of Bellevue pursuant to the

f) ORD 6563 Ordinance adopting the city’s 2020 amendments to the Comprehensive Plan as
separately set forth in Ordinance Nos. 6558, 6559, 6560, 6561 and 6562 pursuant
to the Growth Management Act, Chapter 36.70A RCW, and Chapter 35A.63
RCW; and establishing an effective date.
g) RES 9859 Resolution adopting the Bellevue Environmental Stewardship Plan which sets forth
direction to guide the City’s environmental stewardship activities over the next five
years.
h) ORD 6549 Ordinance adopting the Human Services Commission’s 2021-2022 Human Services
Fund funding recommendations and authorizing the City Manager or his designee to
enter into contracts with local human services agencies in accordance with the
recommendations.

i) ORD 6550 Ordinance 1) adopting recommendations for the use of 2021 Community
Development Block Grant funds as transmitted by the Human Services Commission;
2) authorizing the City Manager or his designee to submit a proposal to the United
States Department of Housing and Urban Development (HUD) for the 2021 CDBG
Program; 3) authorizing the City Manager or his designee to accept a grant award
contract with HUD; 4) creating a new project series within the Operating Grants and
Donations Fund; and 5) authorizing the City Manager or his designee to enter into
agreements with grant subrecipients.
j) ORD 6551 Ordinance regarding development services under the Bellevue City Code; fees for
applications requiring construction, land use, fire, survey, transportation, utility, and
clearing & grading review and inspection services; repealing Ordinance No. 6489.
k) ORD 6552 Ordinance establishing revised charges for water service, water consumption, and
water standby capacity; repealing Ordinance No. 6440; providing for severability;

m) ORD 6554 Ordinance establishing revised storm and surface water drainage rates and charges

to adjust the fee for basic life support emergency medical services transport and

of a limit factor for the tax year 2021 of One Hundred One (101) percent.
p) ORD 6556 Ordinance establishing the amount of property taxes to be levied for the year 2021,
the first year of the City of Bellevue’s 2021-2022 fiscal biennium.
q) RES 9858 Resolution providing for the banking of levy capacity pursuant to RCW 84.55.005,
84.55.0101 and 84.55.092.
r) ORD 6557 Ordinance adopting the City of Bellevue’s 2021-2022 Budget and 2021-2027
Capital Investment Program (CIP) Plan; setting forth the estimated revenues and
appropriations; establishing job classifications and pay ranges; and establishing an
effective date.

Approval of Agenda: The time at which the agenda is approved. Councilmembers or the City Manager
may also suggest adding, withdrawing or moving the order of items on the agenda at this time. A
simple majority of Councilmembers present may vote to approve as written or as amended.
Oral Communications: This agenda item provides an opportunity for members of the public to address
the Council on any subject except quasi-judicial matters or matters scheduled for a public hearing
before the Council. The total time for oral communications is 30 minutes, and speakers must limit
their presentation to 3 minutes. A maximum of three persons are permitted to speak to each side of
any one topic.
Consent Calendar: Those matters of business that require action by the Council which are considered
to be of a routine and non-controversial nature are placed on the consent calendar. The individual
items on the consent calendar are typically approved, adopted, or enacted by one motion of the
Council.
Public Hearings: Hearings held to receive public comment on important matters before the Council,
allowing the public an opportunity to provide input for Council consideration in the decision-making
process.
Study Session Items: Council reviews and determines the approach to be used on significant policy
issues, to receive progress reports on current issues, or to receive information from the City
Manager, staff, or other regional officials.
Land Use: This is the point on the agenda when land use matters, including the City Hearing
Examiners’ decisions and recommendations on various land use applications, as well as appeals, are
taken up for Council discussion and action. Often the items taken up under this agenda item are
quasi-judicial in nature.
Quasi-Judicial: Matters where the Council acts in their judicial capacity rather than their legislative
capacity.
Quorum: Minimum number of voting members who must be present for business to be conducted. A
quorum of the Bellevue City Council is four (4) members, a simple majority.
Ordinance: Ordinances are legislative acts or local laws. They are the most permanent and binding
form of Council action and may be changed or repealed only by a subsequent ordinance.
Resolution: Legislation that is adopted to express the policy of the Council or to direct certain types
of administrative action.
Motion: A motion is typically used to indicate majority approval of a procedural action or to authorize
disposition of routine items of business on the Council agenda. It may also be used to direct staff to
take certain administrative actions.

Executive Session: Private sessions that may be held by the City Council only for the purposes
specified in RCW 42.30.110. These include, but are not limited to, issues concerning the buying and
selling of real property, certain personnel issues, and litigation. The purpose and length of Executive
Sessions is publicly announced prior to recessing into Executive Session.
