Consent Calendar a) 21-314 Motion to award Bid No. 21018 for Pikes Peak Reservoir Replacement to Harbor Pacific Contractors, as the lowest responsive and responsible bidder, in an amount not to exceed $6,605,000 plus all applicable taxes (CIP Plan No. W-85). b) 21-315 Motion to award Bid No. 21002 for AC Water Main Replacement 2021 Phase 1 to Kar-Vel Construction, Inc. as the lowest responsive and responsible bidder in an amount not to exceed $3,516,379 plus all applicable taxes (CIP Plan No. W-16). c) 21-316 Motion to award Bid No. 21031, 112th Avenue NE Corridor Improvements, NE 12th Street to NE 24th Street (CIP Plan Nos. PW-R-198, PW-R-199, PW-M-1, PW-M-2, PW-M-19 and PW-M-20) to Active Construction, Inc., as the lowest responsible and responsive bidder, in the amount of $ 2,469,469.00, plus all applicable taxes. This project is partially funded by the Neighborhood Safety, Connectivity and Congestion Levy (CIP Plan No. PW-R-199). d) ORD 6573 Ordinance 1) authorizing execution of an Amendment to an existing Memorandum of Agreement (MOA) with Bellevue College and King County Metro to expand the existing 10 percent design plans to 30 percent design plans while retaining the current roles and responsibilities for pre-design work for the Bellevue College Connector Project (CIP Plan No. PW-R-201 and PW-R-198); 2) amending the 2021-2022 General Capital Investment Program (CIP) Fund to increase the appropriation by $144,000; and, 3) amending the 2021-2027 CIP Plan to increase the budget for PW-R-201 by $144,000. This project is partially funded by the Neighborhood Safety, Connectivity and Congestion Levy. e) 21-317 Motion to award Bid No. 21021 for Bellefield 220 Pressure Zone Restoration to Bonner Brothers Construction, as the lowest responsive and responsible bidder, in an amount not to exceed $106,935 plus all applicable taxes (CIP Plan No. W-69). Other Ordinances, Resolutions and Motions a) RES 9920 Resolution authorizing the City Manager to enter into an agreement for the Plymouth Housing Group / Horizon Housing Eastgate Permanent supportive housing in the amount of $62,200, as recommended by the A Regional Coalition for Housing (ARCH) Executive Board. b) RES 9921 Resolution authorizing the City Manager to enter into an agreement for the Inland Group/Horizon Housing Totem Lake development in the amount of $497,500, as recommended by A Regional Coalition for Housing (ARCH) Executive Board. c) RES 9922 Resolution authorizing the City Manager to enter into an agreement for Imagine Housing Samma Senior Apartments in the amount of $62,200, as recommended by the ARCH (A Regional Coalition for Housing) Executive Board. 11. Approval of Agenda: The time at which the agenda is approved. Councilmembers or the City Manager may also suggest adding, withdrawing or moving the order of items on the agenda at this time. Oral Communications: This agenda item provides an opportunity for members of the public to address the Council on any subject except quasi-judicial matters or matters scheduled for a public hearing before the Council. The total time for oral communications is 30 minutes, and speakers must limit their presentation to 3 minutes. A maximum of three persons are permitted to speak to each side of any one topic. Consent Calendar: Those matters of business that require action by the Council which are considered to be of a routine and non-controversial nature are placed on the consent calendar. The individual items on the consent calendar are typically approved, adopted, or enacted by one motion of the Council. Public Hearings: Hearings held to receive public comment on important matters before the Council, allowing the public an opportunity to provide input for Council consideration in the decision-making process. Study Session Items: Council reviews and determines the approach to be used on significant policy issues, to receive progress reports on current issues, or to receive information from the City Manager, staff, or other regional officials. Land Use: This is the point on the agenda when land use matters, including the City Hearing Examiners’ decisions and recommendations on various land use applications, as well as appeals, are taken up for Council discussion and action. Often the items taken up under this agenda item are quasi-judicial in nature. Quasi-Judicial: Matters where the Council acts in their judicial capacity rather than their legislative capacity. Quorum: Minimum number of voting members who must be present for business to be conducted. A quorum of the Bellevue City Council is four (4) members, a simple majority. Ordinance: Ordinances are legislative acts or local laws. They are the most permanent and binding form of Council action and may be changed or repealed only by a subsequent ordinance. Resolution: Legislation that is adopted to express the policy of the Council or to direct certain types of administrative action. Motion: A motion is typically used to indicate majority approval of a procedural action or to authorize disposition of routine items of business on the Council agenda. It may also be used to direct staff to take certain administrative actions.
