Consent Calendar a) 23-121 Motion to approve payment of claims and payroll for the period December 1, 2022 - December 31, 2022. b) ORD 6716 Ordinance 1) authorizing execution of a grant agreement (and supplements if necessary) with the Washington State Department of Transportation (WSDOT) to accept up to $4,900,000 in federal Surface Transportation Program (STP) funding to support the construction of the Eastrail to NE Spring Boulevard Trail Link Project (Eastrail to Spring Project) as part of the larger Eastrail Project (CIP Plan No. G-103); and 2) amending the 2023-2029 General Capital Investment Program (CIP) Plan to decrease the budget for the Transportation Grant Match Program (CIP Plan No. PW-R-206) by $820,000 and increase the budget for the Eastrail Project (CIP Plan No. G-103) by $5,720,000. c) ORD 6717 Ordinance 1) authorizing execution of a grant agreement (and supplements if necessary) with the Washington State Department of Transportation (WSDOT) to accept up to $2,370,000 in federal Surface Transportation Program (STP) funding to support the construction of the Mountains to Sound Greenway Trail (142nd Place SE to the Nonmotorized Overcrossing of 150th Avenue SE) Project (CIP Plan No. PW-W/B-86); and, 2) amending the 2023-2029 General Capital Investment Program (CIP) Plan to decrease the budget for the Transportation Grant Match Program (CIP Plan No. PW-R-206) by $3,000,000 and increase the budget for the Mountains to Sound Greenway Trail - 142nd Place SE to 150th Avenue SE (CIP Plan No. PW-W/B-86) by $5,370,000. d) ORD 6718 Ordinance 1) authorizing execution of a grant agreement (and supplements if necessary) with the Washington State Department of Transportation (WSDOT) to accept up to $1,450,000 in federal Surface Transportation Program (STP) funding to support the construction of the South Downtown Bellevue Arterial Overlay Project (SDBA Overlay) as part of the Bridge and Pavement Preservation (Overlay) Program (CIP Plan No. PW-M-1); and, 2) amending the 2023-2029 General Capital Investment Program (CIP) Plan to increase the budget for the Bridge and Pavement Preservation (Overlay) Program (CIP Plan No. PW-M-1) by $1,450,000. e) RES 10206 Resolution authorizing execution of an interlocal agreement with the City of Redmond for the joint establishment of a Tourism Promotion Area (TPA). City of Bellevue Page 2 Printed on 1/13/2023 City Council Regular Meeting Meeting Agenda January 17, 2023 f) RES 10207 Resolution authorizing execution of an interagency agreement with King County, to accept reimbursement grant funds in the amount of $360,835 from the 2023-2024 King County Waste Reduction and Recycling (WRR) Program, to implement WRR projects and programs in accordance with the King County Comprehensive Solid Waste Management Plan. g) RES 10208 Resolution authorizing the partial release of interest in six easements for a reserved alley on property belonging to the City and Sound Transit within Sound Transit’s Operation Maintenance Facility East and related Transit Oriented Development, generally located west of 120th Avenue NE between NE Spring Boulevard and Northup Way. h) RES 10209 Resolution authorizing execution of an agreement with Hughes Fire Equipment, Inc. to purchase four replacement fire engines for the Bellevue Fire Department, in an amount not to exceed $4,523,150, plus all applicable taxes. 9. In particular: (1) encourage Detached Accessory Dwelling Units (DADU), Accessory Dwelling Units (ADU), and duplex, triplex, and quadplexes, including mechanism for separate ownership, and (2) simplify the permitting process and expedite permitting for affordable housing projects. 11. Approval of Agenda: The time at which the agenda is approved. Councilmembers or the City Manager may also suggest adding, withdrawing or moving the order of items on the agenda at this time. A simple majority of Councilmembers present may vote to approve as written or as amended. Oral Communications: This agenda item provides an opportunity for members of the public to address the Council on any subject except quasi-judicial matters or matters scheduled for a public hearing before the Council. The total time for oral communications is 30 minutes, and speakers must limit their presentation to 3 minutes. A maximum of three persons are permitted to speak to each side of any one topic. Consent Calendar: Those matters of business that require action by the Council which are considered to be of a routine and non-controversial nature are placed on the consent calendar. The individual items on the consent calendar are typically approved, adopted, or enacted by one motion of the Council. Public Hearings: Hearings held to receive public comment on important matters before the Council, allowing the public an opportunity to provide input for Council consideration in the decision-making process. Study Session Items: Council reviews and determines the approach to be used on significant policy issues, to receive progress reports on current issues, or to receive information from the City Manager, staff, or other regional officials. Land Use: This is the point on the agenda when land use matters, including the City Hearing Examiners’ decisions and recommendations on various land use applications, as well as appeals, are taken up for Council discussion and action. Often the items taken up under this agenda item are quasi-judicial in nature. Quasi-Judicial: Matters where the Council acts in their judicial capacity rather than their legislative capacity. Quorum: Minimum number of voting members who must be present for business to be conducted. A quorum of the Bellevue City Council is four (4) members, a simple majority. Ordinance: Ordinances are legislative acts or local laws. They are the most permanent and binding form of Council action and may be changed or repealed only by a subsequent ordinance. Resolution: Legislation that is adopted to express the policy of the Council or to direct certain types of administrative action. Motion: A motion is typically used to indicate majority approval of a procedural action or to authorize disposition of routine items of business on the Council agenda. It may also be used to direct staff to take certain administrative actions.
