This project is funded through the 2025-2030 General Capital Improvement Program (CIP). This project is partially funded by the Neighborhood Safety, Connectivity and Congestion Levy. d) 25-557 Motion to award Bid No. 25062, On-Call Asphalt & Concrete Repair Contract to AA Asphalting, LLC as the lowest responsible and responsive bidder, for a three-year contract in an amount not to exceed $1,728,425.00, plus all applicable taxes. City of Bellevue Page 2 Printed on 9/4/2025 City Council Regular Meeting Meeting Agenda September 9, 2025 e) RES 10532 Resolution authorizing execution of an agreement with Hughes Fire Equipment, Inc. to purchase one replacement fire engine for the Bellevue Fire Department, in an amount not to exceed $1,458,926, plus all applicable taxes. f) ORD 6857 Ordinance 1) authorizing execution of a second amendment to the pass-through funding agreement between King County Metro (KCM) and the City of Bellevue to accept additional Federal Transit Administration (FTA) Congestion Mitigation and Air Quality (CMAQ) funds for the 2023-2024 City of Bellevue Transportation Demand Management (TDM) Implementation and SchoolPool programs, thus modifying the agreement to increase the not-to-exceed amount from $500,000 to $569,000; and 2) amending the 2025-2026 Operating Grants, Donations and Special Reserves Fund by increasing the appropriation by $69,000. g) RES 10533 Resolution authorizing execution of an agreement with the State of Washington, Department of Ecology, to accept up to $397,601 of state funding for the reimbursement of project costs associated with the Kelsey Creek Regional Detention Facilities Retrofit Study. 9. Other Ordinances, Resolutions and Motions a) RES 10534 Resolution adjusting the boundary line between the City of Bellevue and the City of Kirkland, pursuant to RCW 35.13.340 and a petition filed by King County, so the entirety of the South Kirkland Park and Ride may be located within the municipal boundaries of the City of Kirkland; authorizing the City Manager, or her designee, to execute an interagency agreement as a condition for the boundary line adjustment; authorizing appropriate personnel to perform all administrative acts needed to finalize said boundary line adjustment; and authorizing appropriate personnel to perform all administrative acts authorized under the interagency agreement. The executed interagency agreement shall be substantially in the same form as the agreement in the Council Library. b) RES 10535 Resolution adjusting the boundary line between the City of Bellevue and the City of Kirkland, pursuant to RCW 35.13.340 and a petition filed by the City of Kirkland, so the entirety of the Cross Kirkland Corridor may be located within the municipal boundaries of the City of Kirkland; authorizing the City Manager, or her designee, to execute an interagency agreement as a condition for the boundary line adjustment; authorizing appropriate personnel to perform all administrative acts needed to finalize said boundary line adjustment; and authorizing appropriate personnel to perform all administrative acts authorized under the interagency agreement. The executed agreement shall be substantially in the same form as the agreement in the Council Library. 11. Public Hearings: Hearings held to receive public comment on important matters before the Council, allowing the public an opportunity to provide input for Council consideration in the decision-making process. Study Session Items: Council reviews and determines the approach to be used on significant policy issues, to receive progress reports on current issues, or to receive information from the City Manager, staff, or other regional officials. Land Use: This is the point on the agenda when land use matters, including the City Hearing Examiners’ decisions and recommendations on various land use applications, as well as appeals, are taken up for Council discussion and action. Often the items taken up under this agenda item are quasi-judicial in nature. Written Reports: Council receives updates or progress reports on initiatives, plans, and programs in written format. Quasi-Judicial: Matters where the Council acts in their judicial capacity rather than their legislative capacity. Quorum: Minimum number of voting members who must be present for business to be conducted. A quorum of the Bellevue City Council is four (4) members, a simple majority. Ordinance: Ordinances are legislative acts or local laws. They are the most permanent and binding form of Council action and may be changed or repealed only by a subsequent ordinance. Resolution: Legislation that is adopted to express the policy of the Council or to direct certain types of administrative action. It may also be used to direct staff to take certain administrative actions. Executive Session: Private sessions that may be held by the City Council only for the purposes specified in RCW 42.30.110. These include, but are not limited to, issues concerning the buying and selling of real property, certain personnel issues, and litigation.
