Call to Order Roll Call Pinky Vargas, Chair Michael Lilliquist Dan Hammill Council Standing Committee Meetings: Finance and Personnel 20903 1. 911 Phone System Purchase INFORMATION ONLY Presentation by Greg Erickson, Deputy Director, WhatCom 20904 2. An Ordinance Relating to the 2015 Budget Appropriating an Additional $35,000 from Estimated Ending Restricted Reserves in the Library Gift Fund Michael Lilliquist moved to recommend approval of budget amendment MOTION CARRIED 3-0. 3. Approval of Committee Meeting Minutes from July 6, 2015 Lilliquist/Hammill moved to approve Committee Meeting Minutes MOTION CARRIED 6-0. 4. Old/New Business Dan Hammill went on a ride-along with two Bellingham Police Department officers to clean up homeless camps. They picked up 4.5 tons of garbage. Council Member Hammill thanked the officers. He also went on a ride-along with the Bellingham Fire Department, and thanked them, as well. He also thanked the 180 volunteers and 53 1 service providers for their time and expertise at Project Homeless Connect last Thursday. The event served 530 people who are experiencing homelessness. Pinky Vargas attended a consultation by Roger Brooks, which was a review of the County from an outsider's perspective. Mr. Brooks discovered that way-finding could be improved. Terry Bornemann proposed that the City Council host a Public Hearing on the topic of the County's proposed changes to the County Charter that will appear on the ballot. It would be an opportunity to present information to the voters via BTV10 and the Council can decide if it wants to take a stance on any of the measures. Gene Knutson went on a tour of FaithLife.
