Call to Order Roll Call Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Village of Waunakee and Town of Westport Joint Plan Commission A regular meeting of the Waunakee/Westport Joint Plan Commission was held Tuesday, July 8, 2014, at the Town of Westport Community Room, 5387 Mary Lake Road. CALL TO ORDER The meeting was called to order at 6:02 p.m. Members Present: Ken Sipsma, John Van Dinter, Pat McGowan, and Brad Zeman. Members Absent: Dean Grosskopf, and Mark McGuire Also Present: Tom Wilson, Kevin Even, Tracy Meinholz, Marjorie Ziegler, Richard Dikkers, Guy Kitchell, Brad Robinson, and David Everitt. APPROVAL OF MINUTES Motion Van Dinter, second McGowan, to approve the minutes from the June 10, 2014 meeting. Motion carried. PUBLIC COMMENT None NEW BUSINESS & DISCUSSION / ACTION INITIAL CONSULTATION ON A REZONE REQUEST BY EVERITT, 5578 RIVER ROAD, TOWN OF WESTPORT Mr. Wilson gave an overview of the proposal. The owner of the house removed and existing non- conforming deck that was falling apart. He now wishes to re-build it but will need to meet the current codes and setbacks. Applicant directed to work with staff on the process. No formal action taken. INITIAL CONSULTATION, REZONE TO ALLOW HALLOWEEN HAUNTED ATTRACTION, HALLOWEEN FX PROPS, 5305 CTH M (FORMER STOP-N-GO BUILDING) After a brief presentation by Mr. Wilson, Commission members asked the applicant questions about traffic circulation and impact on the neighborhood. There was a consensus that this is a good low impact use for a limited time. The fact that it is now getting some much needed maintenance is a plus. The applicant will have to get design review from Westport for signage and outdoor lighting and include a parking and circulation plan. Once the applicant applies for Village C-2 zoning, the neighbors will be notified and given a chance to weigh in. Applicant directed to work with staff. JPC Meeting Minutes 11/15/2017 Page 1 of 2 PUBLIC HEARING & DISCUSSION / ACTION ON A REQUEST BY MARJORIE ZIEGLER OF 5306 SHILLING LANE, TO REZONE LOT 3 CSM 13672, SHILLING LANE, FROM ER-1 TO A-2, TOWN OF WESTPORT After a brief update from Mr. Wilson, the public hearing was opened at 6:34 p.m. No comments were received. The public hearing was closed at 6:35 p.m. Motion Van Dinter, second McGowan, to recommend approval of the rezone from Village ER-1 back to County A-2 with the following conditions: 1) Shed to be built in location shown; 2) Once building permit is issued for a residence on the parcel the zoning automatically reverts back to ER-1; 3) Any previous restrictions placed on the parcel still apply; 4) Any restrictions added by the Westport Plan Commission. Motion carried. DISCUSSION / RECOMMENDATION ON CREATION OF FARMLAND PRESERVATION DISTRICT IN CHAPTER 106 (ZONING) OF THE WAUNAKEE ZONING CODE OF ORDINANCES This item was referred from the Village Plan Commission at their June meeting. The Village attorney has recommended creation of a new Ag classification to comply with the Farmland Preservation Credit requirements. The Town will need to amend their Middleton zoning classification as well. Mr. Wilson asked for time to work on a solution to amend both classifications. By consensus, Staff directed to work on new/amended ordinance. ADJOURN Motion Van Dinter, second McGowan, to adjourn the meeting at 6:43 p.m. Motion carried.
