City of Bellingham Finance, Personnel and Economic Development Committee Minutes May 6, 2019, 1:10 PM Mayor Kelli Linville Contact: (360) 778-8200, ccmail@cob.org Council Members, Pinky Vargas, Chair www.cob.org/council Michael Lilliquist, Hannah Stone All meetings are held in the City Hall Council Chambers at 210 Lottie Street, Bellingham, WA, unless otherwise noted. Call to Order Roll Call Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote in the order shown below: Finance, Personnel and Economic Development Pinky Vargas, Chair Michael Lilliquist, Hannah Stone 22298 1. An Ordinance Amending the 2019-2020 Biennial Budget Transferring p. 3 Funds Between Departments Within the General Fund and Increasing Appropriation Authority in the Medic One Fund Budget Manager Forrest Longman introduced the ordinance, which amends the 2019-2020 Biennial Budget by transferring funds between departments within the General Fund and adds appropriation authority in the Medic One Fund. Michael Lilliquist moved to recommend approval of the ordinance. Hannah Stone excused, April Barker as stand-in committee member. MOTION CARRIED 3-0. An Ordinance Reconciling the 2019 Beginning Reserve Balances and p. 8 Actual Beginning Reserve Balances Budget Manager Forrest Longman introduced the ordinance, which will reconcile the 2019 beginning reserve balances and actual beginning reserve balances. April Barker moved to recommend approval. Hannah Stone excused, April Barker as stand-in committee member. MOTION CARRIED 3-0. 22300 3. An Ordinance Amending the 2019-2020 Biennial Budget, Increasing p. 15 Appropriation Authority in Various Funds to Pay for Goods and Services Authorized in the Previous Biennium Budget Manager Forrest Longman introduced the ordinance which will amend the 2019-2020 Biennial Budget to increase appropriation authority in various funds to pay for goods and services authorized in the previous biennium. Michael Lilliquist moved to recommend approval. Hannah Stone excused, April Barker as stand-in committee member. MOTION CARRIED 3-0. 22301 4. An Ordinance Authorizing Closure of the Paths and Trails Reserve p. 21 Fund and Transfer of the Fund Balance to the Street Fund Budget Manager Forrest Longman introduced the ordinance, which would close the Paths and Trails Reserve Fund and transfer the fund balance to the Street Fund. April Barker moved to recommend approval. Hannah Stone excused, April Barker as stand-in committee member. MOTION CARRIED 3-0. Adjournment Committee adjourned at 1:24 PM.
