City of Bellingham Finance and Economic Development Committee Minutes February 24, 2020, 2:00 PM Mayor Seth Fleetwood Contact: (360) 778-8200, ccmail@cob.org Council Members, Pinky Vargas, Chair www.cob.org/council Lisa Anderson, Hollie Huthman All meetings are held in the City Hall Council Chambers at 210 Lottie Street, Bellingham, WA, unless otherwise noted. Call to Order Roll Call Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote in the order shown below: Finance and Economic Development Pinky Vargas, Chair Lisa Anderson, Hollie Huthman 22587 1. Adoption of a Resolution Setting the Fee for Type III-A Interim p. 3 Housing Land Use Permits Planning and Community Development Director Rick Sepler introduced the presentation. Senior Planner Lisa Pool provided more information. Lisa Anderson moved to recommend approval of the resolution. MOTION CARRIED 3-0. Adjournment Committee adjourned at 2:03 PM. Old/New Business occured during this committee: Councilmember Hammill wanted to update the Council on his work as the liaison to higher education on the Council. He met with Whatcom Community Finance and Economic Development Committee Minutes Page 1 February 24, 2020 College President Kathi Hiyane-Brown to talk about what the north end of town looks like and the college's growth. He will be meeting with Donna Gibbs from Western Washington University and Bellingham Technical College president Kimberly Perry as well. He also attended a Bellingham Unified basketballgame last week and it was very inspiring to see kids of different abilities playing team sports together. Councilmember Knutson gave a reminder that on March 9, 2020 all of the City Council meetings will be held in the Whatcom County Council Chambers. Councilmember Anderson asked f there is a possibility for the Whatcom County Health Department to present on coronavirus preparedness. Deputy Administrator Brian Heinrich responded and suggested that the Bellingham Office of Emergency Management provide the presentation, and he will coordinate with them to do so.
