20410 1. State of Washington Honors Two Bellingham Police Officers
INFORMATION ONLY. A commendation of Bellingham Sgt. Almer who received the
State Medal of Honor.
20411 2. Presentation of options for rules to govern use of electronic
communications devices during meetings
Michael Lilliquist/Gene Knutson moved to recommend approval to pass Option 2.
MOTION CARRIED 7-0.
20412 3. Presentation on new Council materials management solution
4. Old/New Business
Terry Bornemann/Jack Weiss moved to recommend approval. Terry moved for
Community Wise of Bellingham to return and present their data to the Committee of
the Whole and work with staff.
MOTION CARRIED 7-0.
5. Approval of City Council Committee and/or Special Meeting Minutes
Gene Knutson/Terry Bornemann moved approval of the 4-21-14 Committee Meeting
minutes and the 3-26-14 Annual Lake Whatcom Joint Councils and Commission.

Open to the public to attend. Note: there is generally no public comment period for
Committee sessions. Standing Committee Members receive reports and information,
ask questions and, when appropriate, vote on a recommended action for consideration
by the full Council at the Regular meeting. Committee Chairs give a report of the
Committee Meeting at the Regular Meeting in the evening prior to deliberation and
formal vote in the order shown below:

Agenda Information:
Council Committee and Regular meeting agendas and agendas packets, which contain
the supporting documentation for agenda items, are available to the public Thursday
afternoon prior to the meeting. They are posted at www.cob.org/meetings on the
Bellingham web site.
A hard copy of the agenda packet is available for review from the reference desk at
the Central Library or can be purchased in the Finance office at City Hall for $4.00.
Accessibility:
FOR OUR CITIZENS WITH SPECIAL NEEDS, the Council Chambers is fully accessible.
Elevator access to the second floor is available at City Hall’s west entrance. Hearing
assistance is available and a receiver may be checked out through the clerk prior to the
evening session. For additional accommodations, persons are asked to contact the
Legislative Assistant at 778-8200 in advance of the meeting. Thank you.
