20473 1. Resolution Adopting City Council Rules of Procedure
Michael Lilliquist/Terry Bornemann moved to recommend approval with revisions to
section 4A to go back to the annual election cycle for Council and chairperson
positions. [It was noted that Council may revisit the topic of election cycles at its
reorganization meeting in January.]
MOTION CARRIED 6-0. Gene Knutson excused.
The Committee requested clarification that while a second is not required in three-
person committees, it will be required in the Committee of the Whole. Council
President Lehman asked Peter Ruffatto to add this language to the Resolution that is
to be presented this evening.
Terry Bornemann/Michael Lilliquist moved to recommend approval of the City
Council Rules of Procedure with the changes.
MOTION CARRIED 6-0. Gene Knutson excused.
20474 2. Consideration of a contract for a pro tem Hearing Examiner
Cathy Lehman/Michael Lilliquist moved to recommend approval to authorize the
Mayor to enter into a contract for a Pro Tem Hearing Examiner.
MOTION CARRIED 6-0. Gene Knutson excused.
20475 3. An Ordinance related to the extension of emergency interim zoning
related to the cultivation of medical marijuana for personal use and
in collective gardens

Jack Weiss/Michael Lilliquist moved to recommend approval of the emergency
Ordinance.
MOTION CARRIED 6-0. Gene Knutson excused.
20476 4. Waterfront District Implementation Status Report
INFORMATION ONLY
20440 5. Resolution to adopt the 2015-2020 Transportation Improvement
Program (TIP)
Michael Lilliquist/Jack Weiss moved to recommend referral to the Public Works
Committee for additional discussion regarding the overlay policy.
MOTION CARRIED 5-0. Gene Knutson excused; Cathy Lehman abstained
Terry Bornemann/Pinky Vargas moved to recommend approval of the TIP.
MOTION CARRIED 5-1. Gene Knutson excused; Opposed: Michael Lilliquist
6. Approval of City Council Committee and/or Special Meeting Minutes
Jack Weiss offered two corrections to the June 9th committee meeting minutes. These
will be made and a vote for approval will be taken at the next Committee of the
Whole meeting on July 7th.
7. Old/New Business
Roxanne:
--Scott Stockburger is resigning from the School Board and she encourages citizens to
apply.
--There is a bike tire prowler downtown. Lock at least one of your wheels of your bike;
please call 911 regarding this behavior.
Michael:
Attended the AWC Conference in Spokane. Of special interest were the sessions on
freight rail traffic. The problem is state-wide. The Mayor is a member of the ad hoc
committee on the same subject. Mayor Kelli remarked that she is waiting for feedback
from the Council on the letter that was discussed on June 9, 2014.

Jack:
The PDA has three vacancies on its board and Jack prefers that the Mayor fill those
slots as soon as possible. The Mayor has candidates to fill those roles, but would like to
wait until there is further information on the future of the PDA, which should be known
around September.
Cathy:
Asked for head nods for flying the Pride Flag during Pride Week. All agreed.

afternoon prior to the meeting. They are posted at www.cob.org/meetings on the
Bellingham web site.
A hard copy of the agenda packet is available for review from the reference desk at
the Central Library or can be purchased in the Finance office at City Hall for $4.00.

FOR OUR CITIZENS WITH SPECIAL NEEDS, the Council Chambers is fully accessible.
Elevator access to the second floor is available at City Hall’s west entrance. Hearing
assistance is available and a receiver may be checked out through the clerk prior to the
evening session. For additional accommodations, persons are asked to contact the
