20489 2. Withdrawal of Thornberg Trust from the Non-binding Army Street
Property Owners Memorandum of Agreement
Jack Weiss/Michael Lilliquist moved to recommend providing direction to the
administration to come back on July 21st with the necessary documents to extend our
MOA with the other parties and without the Thornberg Trust.
MOTION CARRIED 6-0. Cathy Lehman excused
20382 3. A Work Session Regarding a Rental Registration Program
Michael Lilliquist/Jack Weiss moved to recommend approval of moving Options 2 and
3 (from the packet) forward to be considered at a Public Hearing.
MOTION FAILED 3-3. Opposed: Pinky Vargas, Terry Bornemann, Roxanne Murphy; Cathy
Lehman excused
Gene Knutson/Roxanne Murphy moved to recommend approval of moving only
Option 2 forward to be considered at a Public Hearing.

4. Approval of City Council Committee and/or Special Meeting Minutes
(Approval occurred earlier in the day at the Public Works Committee Meeting.)

Jack Weiss/Pinky Vargas moved to approve June 23, 2014, minutes.
MOTION CARRIED 5-0. Gene Knutson abstained; Cathy Lehman excused
5. Old/New Business
Gene: He and Jack have a meeting with the Mayor and staff regarding PEG on
Wednesday, July 9, 2014.
Roxanne: Urges the citizens to be cognizant that traffic may increase in the
neighborhoods where the Marijuana retailers are opening their stores.
Mayor: The police chief will send a brief report via email today with statistics on the
July 4th fireworks ban and he is happy to make a presentation at Council's next
meeting.

afternoon prior to the meeting. They are posted at www.cob.org/meetings on the
Bellingham web site.
A hard copy of the agenda packet is available for review from the reference desk at
the Central Library or can be purchased in the Finance office at City Hall for $4.00.
Accessibility:
FOR OUR CITIZENS WITH SPECIAL NEEDS, the Council Chambers is fully accessible.
Elevator access to the second floor is available at City Hall’s west entrance. Hearing
assistance is available and a receiver may be checked out through the clerk prior to the
evening session. For additional accommodations, persons are asked to contact the
Legislative Assistant at 778-8200 in advance of the meeting. Thank you.
