zoning for the establishment of facilities producing, processing and
retailing recreational marijuana
Michael Lilliquist/Jack Weiss moved to recommend approval.
MOTION CARRIED 6-0. Knutson out of the room.

20521 5. A Letter to Puget Sound Energy Regarding Divestment in Coal Power
Jack Weiss/Michael Lilliquist moved to recommend approval of the letter and
authorize the Council President to sign.
MOTION CARRIED 6-0. Abstained: Pinky Vargas

20522 6. Consideration of a Resolution Opposing the Violence in Gaza and the
Targeting of Civilians
Terry Bornemann moved to recommend approval.
MOTION FAILED 6-0.
7. Approval of City Council Committee and/or Special Meeting Minutes
Gene Knutson/Roxanne Murphy moved approval of the July 21st committee minutes
as submitted.
MOTION CARRIED 7-0.
8. Old/New Business
National Night Out is Tuesday, August 5th in many neighborhoods
Cathy: 1) The creation of a City Council Annual Report received unanimous head nods,
the Mayor invited Council staff to work with Vanessa who is working on an overall City-
wide marketing strategy; 2) Council staff time devoted to the City's MLK event
received unanimous head nods, the Mayor recommended the event have a component
that encourages volunteerism.

Committee sessions. Standing Committee Members receive reports and information,
ask questions and, when appropriate, vote on a recommended action for consideration

Agenda Information:
Council Committee and Regular meeting agendas and agendas packets, which contain
the supporting documentation for agenda items, are available to the public Thursday
afternoon prior to the meeting. They are posted at www.cob.org/meetings on the
Bellingham web site.
A hard copy of the agenda packet is available for review from the reference desk at
the Central Library or can be purchased in the Finance office at City Hall for $4.00.
Accessibility:
FOR OUR CITIZENS WITH SPECIAL NEEDS, the Council Chambers is fully accessible.
Elevator access to the second floor is available at City Hall’s west entrance. Hearing
assistance is available and a receiver may be checked out through the clerk prior to the
evening session. For additional accommodations, persons are asked to contact the
Legislative Assistant at 778-8200 in advance of the meeting. Thank you.
