City of Bellingham Committee Of The Whole Meeting Minutes 09/08/2014, 1:10 PM Mayor Kelli Linville Contact: (360) 778-8200, ccmail@cob.org Council Members Jack Weiss, Gene Knutson, Cathy www.cob.org/council Lehman, Pinky Vargas, Terry Bornemann, Michael Lilliquist All meetings are held in the City Hall Council Chambers at and Roxanne Murphy 210 Lottie Street, Bellingham, WA unless otherwise noted. Call to Order Council Standing Committee Meetings: Committee Of The Whole 20545 1. Public Access TV Update INFORMATION ONLY 20546 2. Energy Initiatives: The Georgetown University Energy Prize Presented by Senior Policy Analyst Mark Gardner. Council gave direction to staff to continue the investment of time and effort in pursuit of the Prize. 20547 3. Army Street Project Informational Briefing INFORMATION ONLY 4. Approval of City Council Committee and/or Special Meeting Minutes Gene Knutson/Terry Bornemann moved approval of the August 11th Committee Meeting minutes as submitted. MOTION CARRIED 6-0. Abstained: Jack Weiss 5. Old/New Business Terry Bornemann/Gene Knutson moved to remove Agenda Bill 20464 from 3rd and Final tonight to consider a revision to the zoning table as requested by Bill Geyer and the Seventh Day Adventist Church. MOTION CARRIED 7-0. Terry Bornemann/Gene Knutson moved to direct Peter Ruffatto to bring forward a proposed framework and timeline in the form of a resolution pertinent to Cathy Lehman's departure from the Council. Terry will be leading this transition and hopes that a new person will be identified by the end of the year so that s/he will participate in the reorganization meeting in January. 1 The Council agreed that Cathy Lehman will not participate in the process of finding her replacement. MOTION CARRIED 6-0. Abstained: Cathy Lehman Roxanne Murphy proposed that, before October 13th, the Committee of the Whole and the Council consider replacing Columbus Day with Coast Salish Day. Cathy Lehman requested that Roxanne Murphy bring a written proposal to the Council. Adjournment at approximately 2:25 PM 2

Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. They are posted at www.cob.org/meetings on the Bellingham web site. 1 A hard copy of the agenda packet is available for review from the reference desk at the Central Library or in the Finance office at City Hall. Accessibility: FOR OUR CITIZENS WITH SPECIAL NEEDS, the Council Chambers is fully accessible. Elevator access to the second floor is available at City Hall’s west entrance. Hearing assistance is available and a receiver may be checked out through the clerk prior to the evening session.
