20562 3. A Resolution Establishing the Appointment Process To Fill The
Vacancy In The Third Ward Councilmember Position
Knutson/Murphy moved to recommend approval of the resolution as amended to set
the special meeting date of December 17th during which candidates will present their
qualifications, Council will adjourn to executive session to evaluate candidates, and
Council will return to open session to make nominations and to vote.
Cathy Lehman's resignation will take effect after the last meeting of the year.
No City Council Member shall endorse any candidate ahead of time; however,
meeting with candidates one-on-one is acceptable.
MOTION CARRIED 5-0. Abstained: Cathy Lehman; Pinky Vargas Excused

6. Approval of City Council Committee and/or Special Meeting Minutes
Gene Knutson/Jack Weiss moved approval of the September 8th committee meeting
minutes as amended to remove Jack Weiss's memo as part of the minutes.
MOTION CARRIED 5-0. Abstained: Gene Knutson; Pinky Vargas Excused
7. Old/New Business
Roxanne Murphy is drafting a proposal for the Committee of the Whole to consider
at its next meeting to institute and celebrate a Coast Salish Day on October 13th in the
future if not this year.
Michael Lilliquist asked the Council to approve signing onto an Op-Ed entitled
"Rethinking Coal Power," which he had sent out to the Council on September 3rd.
Terry Bornemann requested time to re-read the letter. Michael Lilliquist/Jack Weiss
moved to recommend postponing the vote.
MOTION CARRIED 5-0. Abstained: Cathy Lehman; Pinky Vargas Absent
Terry attended a presentation at the EMS Oversight Board that was given by Elya
Moore, Deputy Director of Whatcom Alliance for Health Advancement (WAHA). The
presentation introduced an idea for our community about an intensive case
management program to engage the 5% of people who use 50% of our healthcare so
that need and cost are reduced. He would like to invite WAHA to give a presentation
to the Council. He would also like to invite the Fire Chief to give an update on EMS.
Jack inquired about the budget schedule and requested official notification from the
Mayor. Brian Heinrich said that the schedule will be presented at the evening
meeting.

Committee sessions. Standing Committee Members receive reports and information,
ask questions and, when appropriate, vote on a recommended action for consideration
by the full Council at the Regular Meeting. Committee Chairs give a report of the
Committee Meeting at the Regular Meeting in the evening prior to deliberation and

Agenda Information:
Council Committee and Regular meeting agendas and agendas packets, which contain
the supporting documentation for agenda items, are available to the public Thursday
afternoon prior to the meeting. They are posted at www.cob.org/meetings on the
Bellingham web site.
A hard copy of the agenda packet is available for review from the reference desk at
the Central Library or can be purchased in the Finance office at City Hall for $4.00.
Accessibility:
FOR OUR CITIZENS WITH SPECIAL NEEDS, the Council Chambers is fully accessible.
Elevator access to the second floor is available at City Hall’s west entrance. Hearing
assistance is available and a receiver may be checked out through the clerk prior to the
evening session. For additional accommodations, persons are asked to contact the
Legislative Assistant at 778-8200 in advance of the meeting. Thank you.
