20579 1. Discussion of City Legislative Objectives
Gene Knutson/Terry Bornemann moved approval of 2015 legislative objectives
MOTION CARRIED 6-0.
Michael Lilliquist moved to add our own City objectives to the legislative materials
MOTION CARRIED 6-0.
20580 2. A Resolution Recognizing the Second Monday in October as Coast
Salish Day
Roxanne Murphy/Gene Knutson moved to recommend approval of the resolution.
MOTION CARRIED 6-0.
20581 3. Whatcom Mountain Biking Coalition's Contributions to the
Community and the Economic Impacts of Mountain Biking to the City
of Bellingham

5. Approval of City Council Committee and/or Special Meeting Minutes
Gene Knutson/Terry Bornemann moved to recommend approval of minutes for
September 22nd and October 6th
MOTION CARRIED 5-0. Abstained: Pinky Vargas
6. Old/New Business
Michael Lilliquist/Gene Knutson moved to recommend approval to add our name to
the op-ed he circulated last meeting relating to PSE's use of coal.
MOTION FAILED 2-2. Opposed: Terry Bornemann, Roxanne Murphy; Abstained: Cathy
Lehman, Pinky Vargas
The Mayor announced that the ASB trail will likely be open in the spring.
Cathy Lehman had an initial meeting on local jurisdictional criteria for bid preference
and she would like the Council's Senior Policy Analyst Mark Gardner to research this
issue. Council gave its consent.
20583 7. Work Session on the 2015-2016 Biennial Budget
The Mayor presented her budget on the topics of the Public Development Authority
(PDA) and the Executive and Legislative offices. Council Members were in agreement
with the Mayor's decision not to fund the PDA in this biennial budget. Brian Heinrich
presented the Executive and Legislative budgets, with Brian Henshaw explaining some
errors in the Council budget that will be corrected.
Special Budget Meeting of the Committee of the Whole adjourned at 3:25

Committee sessions. Standing Committee Members receive reports and information,
ask questions and, when appropriate, vote on a recommended action for consideration
by the full Council at the Regular Meeting. Committee Chairs give a report of the
Committee Meeting at the Regular Meeting in the evening prior to deliberation and
formal vote in the order shown below:

Agenda Information:
Council Committee and Regular meeting agendas and agendas packets, which contain
the supporting documentation for agenda items, are available to the public Thursday
afternoon prior to the meeting. They are posted at www.cob.org/meetings on the
Bellingham web site.
A hard copy of the agenda packet is available for review from the reference desk at
the Central Library or the Finance office at City Hall.

The Council Chambers is fully accessible. Elevator access to the second floor is available
at City Hall’s west entrance. Hearing assistance is available and a receiver may be
checked out through the clerk prior to the evening session. For additional
accommodations, persons are asked to contact the Legislative Assistant at 778-8200 in
