Call to Order Council Standing Committee Meetings: Committee Of The Whole 20644 1. Barkley Company recognized for 2014 Corporations for Communities Award INFORMATION ONLY. 20645 2. Whatcom READS! Update INFORMATION ONLY. 20646 3. Setting the 2015 City Council Meetings Schedule Pinky Vargas/Roxanne Murphy moved to recommend amending the summer schedule to meet July 6 and 27 and August 10 and 31 MOTION CARRIED 6-0; Cathy Lehman excused. Gene Knutson/Pinky Vargas moved to recommend amending the Thanksgiving schedule to meet November 9th and 16th MOTION CARRIED 6-0; Cathy Lehman excused. Roxanne Murphy/Michael Lilliquist moved to approve the 2015 calendar as amended MOTION CARRIED 6-0; Cathy Lehman excused. 20631 4. Access Bellingham Update 1 INFORMATION ONLY. 20647 5. Adoption of the City Center Implementation Strategy Michael Lilliquist/Roxanne Murphy moved to recommend adoption of the City Center Implementation Strategy MOTION CARRIED 5-0; Cathy Lehman and Gene Knutson excused. 20382 6. Rental Housing Registration Program Work Session Jack Weiss/Michael Lilliquist moved to recommend amending the rental registration draft to modify the list of exemptions from inspections so that the rental unit associated with properties containing a detached accessory dwelling unit or carriage house be required to be inspected as provided for in the ordinance MOTION CARRIED 6-0; Cathy Lehman excused. Jack Weiss/Michael Lilliquist moved to recommend amending the rental registration draft to reflect a requirement that all rental units subject to inspection be inspected once every three years provided that an exception be made for units that pass inspection or first re-inspection, whereby the inspection frequency shall be every five years. MOTION CARRIED 4-2. Opposed: Pinky Vargas, Roxanne Murphy; Cathy Lehman excused. It was clarified by Jack Weiss that the principle behind the motion is that we want to see the inspections and understand the history of the re-inspections for people to qualify for the incentive provided for in this motion. It was further clarified by Michael Lilliquist that the principle behind the motion is that we want to provide incentives for clean inspections. Jack Weiss/Michael Lilliquist moved to recommend striking the words "and Sunset Provision" in the 6.15.170 heading, and striking the words "and shall repeal, continue or modify this chapter. Failure by the City Council to act in accordance with this section shall cause this chapter to expire at 12:01 a.m. on January 1, 2019." MOTION CARRIED 6-0; Cathy Lehman excused. 2 Jack Weiss/Gene Knutson moved to direct staff to prepare an ordinance reflecting Council-approved amendments to the rental registration draft for presentation at the December 15, 2014, Council meeting. MOTION CARRIED 6-0; Cathy Lehman excused. 20648 7. Work Session on the 2015-2016 Biennial Budget Council President Pro Tem Terry Bornemann opened up the meeting and handed the gavel over to Finance Committee Chair Michael Lilliquist who conducted the meeting. The topic was Capital Projects presented by Marty Mulholland, James King, and Ted Carlson. Adjourned to Executive Session at 4:05 PM Adjournment at 4:30 PM 3
