Call to Order Council Standing Committee Meetings: Committee Of The Whole 20668 1. Adoption of the City of Bellingham's 2015-2016 Budget AN ORDINANCE RELATING TO THE 2015-2016 BIENNIAL BUDGET OF THE CITY OF BELLINGHAM, PROVIDING FOR THE ADOPTION OF SUCH BUDGET PURSUANT TO THE TERMS OF RCW 35.34.120, AND SETTING THE EFFECTIVE DATE Michael Lilliquist/Roxanne Murphy moved to recommend approval of 2015-2016 budget. Terry Bornemann/Michael Lilliquist moved to amend the motion to add the Downtown Ambassador Pilot Program for $24,500 a year for two years and to take the money out of reserves. MOTION CARRIED 6-0; Cathy Lehman excused. MAIN MOTION CARRIED 6-0; Cathy Lehman excused. 2. Approval of City Council Committee and/or Special Meeting Minutes Michael Lilliquist/Roxanne Murphy moved to approve November 24, 2014, Committee Meeting Minutes MOTION CARRIED 6-0; Cathy Lehman excused. Michael Lilliquist/Roxanne Murphy moved to approve November 24, 2014, Special Meeting Minutes 1 MOTION CARRIED 5-0-1; Cathy Lehman excused, Pinky Vargas abstained. Gene Knutson/Roxanne Murphy moved to approve December 1, Special Budget Meeting Minutes MOTION CARRIED 4-0-2; Cathy Lehman excused, Pinky Vargas and Gene Knutson abstained. 3. Old/New Business Roxanne Murphy is going to start a campaign in 2015 to market Bellingham as a pro- leash pet community by working with the Human Society, arranging for outreach on BTV10, and handing out material at parks during high use times. Jack Weiss announced that the Birchwood Neighborhood sign is up at Birchwood and Northwest near 7-11 and that it looks great. Michael Lilliquist requested that Agenda Bill 20667 be moved from the Consent Agenda for separate consideration tonight. The Council concurred. The Mayor reported that she has directed staff to draft a letter to the Federal Railway Authority to establish a quiet zone in Bellingham. This is the first official step. She will bring forward the letter and a Resolution to the Council on December 15th. Adjournment to Executive Session at 2:11 PM Adjournment at 2:16 PM 2
