Call to Order Roll Call Gene Knutson, Chair Jack Weiss, Dan Hammill, Pinky Vargas, Terry Bornemann, Michael Lilliquist, Roxanne Murphy Council Standing Committee Meetings: Committee Of The Whole 20724 1. AN ORDINANCE OF THE CITY OF BELLINGHAM, WASHINGTON, AMENDING CHAPTER 4.76.040 OF THE BELLINGHAM MUNICIPAL CODE REGARDING THE SOLID WASTE FUND TO INCLUDE NUISANCE ABATEMENT AS AN INTENDED USE OF THE FUND Jack Weiss/Terry Bornemann moved to recommend approval. MOTION CARRIED 7-0. 20382 2. Rental Registration and Inspection Program Update Presented by Rick Sepler, Planning Director, and Mark Gardner, Legislative Analyst Jack Weiss/Roxanne Murphy moved to recommend a new option, Option 4, for the fee schedule that is based on a per unit charge: 1-19 units at $10 each and 20 and above at $8 each. MOTION CARRIED 7-0. 3. Approval of City Council Committee and/or Special Meeting Minutes 1 Terry Bornemann/Roxanne Murphy moved approval of the January 26, 2015, minutes as submitted. MOTION CARRIED 7-0. 4. Old/New Business Michael: 1) As part of the City's new communications plan, the City Attorney and Communications Director have recommended that Council form a Social Media Working Group to work through the legal nuances of social media from the perspective of elected officials. Michael and Pinky volunteered. 2) Michael requested that the issue of Fish Consumption Standards be sent to Committee. The group agreed that it will be referred to the Public Works/Public Safety Committee. Dan: Thanked City staff members for helping him get oriented during January. He read the list of people he met with. Roxanne: 1) The Marine Resources Committee would like to be invited by the City to be a key stakeholder in the Critical Areas Ordinance. 2) Would like the Council to consider a Worksession on paid and protected sick leave in our City. 3) Would like to thank Mayor Kelli for her participation at the Building Industry Association. 4) She visited with the WWU journalism students and spoke at an event at WWU called "Elect Her" about female representation in politics, and encourages people to view the film, "She's Beautiful When She's Angry," currently at the Pickford. 5) Would like to thank the Lummi Indian Business Council for hosting the meet-and-greet in their administrative building. Jack: There is some renewed talk about the possibility of having a trail system around the airport. Jack asked the Mayor if someone from the Parks Department could go and be involved in this. She said she will send James King. She has already directed him to work with Sylvia at the Port so there is a good communication link there. James King would be happy to talk about trails. Gene: Rather than have a facilitator at the Council retreat, Gene invited the Mayor to attend and requested that she bring the Department Heads.
