Call to Order Roll Call All Members Present Council Standing Committee Meetings: Committee Of The Whole 20756 1. Consideration of an ordinance repealing rules governing facilities in Bellingham Harbor operated by the Port of Bellingham Jack Weiss/Terry Bornemann moved to recommend approval of the ordinance. MOTION CARRIED 7-0. 20382 2. An Ordinance Adopting Amendments to the Municipal Code to Establish a New Chapter 6.15 - Rental Registration and Inspection Program Jack Weiss/Pinky Vargas moved to recommend title to read: Rental Registration and Safety Inspection Program MOTION CARRIED 7-0. Michael Lilliquist/Jack Weiss moved to recommend approval of ordinance as amended. (The first amendment being the title of the program as moved above; the second amendment being the addition of "in a visible location" after the word "unit" in 6.15.040 G.) MOTION CARRIED 7-0. 1  20757 3. Discussion of Proposed Jail Facility Presented by Brian Heinrich. The Administration is requesting that Council Members submit questions in writing for inclusion in the March 23rd agenda packet. County Executive Jack Louws and Sheriff Bill Elfo will be present during the March 23rd hour- long worksession during the Committee of the Whole. Two questions brought up today: 1) Why would the revenue source be sales tax and not property tax? 2) Is any of the funding going to proactive activities that will reduce the need to incarcerate people? Tyler Schroder of the County Executive's Office reported that the County's deadline to submit the proposal for the ballot is early-May. Therefore, feedback from the Bellingham City Council given in April will still be useable. 4. Approval of City Council Committee and/or Special Meeting Minutes Michael Lilliquist/Roxanne Murphy moved approval of the February 23, 2015, minutes as amended. (The amendment is to add the following: "The issues that were highlighted in the Hearing Examiner's report will be referred to the Planning Committee.") MOTION CARRIED 6-0. Abstained: Terry Bornemann 5. Old/New Business Terry: Asked for the Council's permission for Terry and Roxanne to talk with the Administration and others to explore the possibility of naming an area after Billy Frank, Jr., the late Native and Environmental Rights Activist. Today would have been his birthday. Jack: He attended the public comment meeting on the Planning Department's work on Accessory Dwelling Units (ADUs). The Planning Commission and the Planning Committee will have a joint meeting regarding the ADU issue. He invited the rest of the Council to attend when that is scheduled. Michael Lilliquist/Terry Bornemann moved to recommend that Senior Legislative Analyst Mark Gardner do research on the Trans-Pacific Partnership and the TPA fast track authority, and report to Council his findings. MOTION CARRIED 7-0. 2 Pinky: 1) During a tour of the tourism office, Pinky learned that COG cannot pay for the printing of bicycle maps. Can this be revisited so that some funding can go into the printing of materials? Roxanne, the Council COG representative, will look into it. Jack added that the COG bike maps need to be vetted to ensure that they are accurately portraying current bike lanes. 2) Went on a tour of some of Bellingham's homeless camps. She thanked Renee LaCroix and the police officer who took her on the tour. She will be exploring some of these issues in more depth. Roxanne: Is wondering if Council can receive notification about bigger issues that will be coming forward. Oftentimes, constituents will contact her about issues that have not yet come before Council. Council Members agreed that this can be challenging. In particular, the issue of 1% for Art. Brian Heinrich will brief Council on this issue soon. Brian Heinrich: The City has chosen a provider for the Access Bellingham training program. Eero Johnson of EJ Visuals will be visiting the Committee of the Whole on the 23rd. The City received two applications in response to the RFP. Gene Knutson: Acknowledged that the 2014 City Council Annual Report was recently published. It is available at www.cob.org/council.
