Call to Order Roll Call All Members Present Council Standing Committee Meetings: Committee Of The Whole 20773 1. Project Update on Opportunity Zones Michael Lilliquist/Roxanne Murphy moved that this topic go to the Community and Economic Development Committee. MOTION CARRIED 6-1. Opposed: Terry Bornemann 20774 2. An ordinance establishing fees for Rental Registration AN ORDINANCE OF THE CITY OF BELLINGHAM, WASHINGTON, ESTABLISHING FEES FOR RENTAL REGISTRATION Jack Weiss/Roxanne Murphy moved to recommend approval of the ordinance. MOTION CARRIED 7-0. 20757 3. Jail Proposal Discussion Presentations by Peter Ruffatto, Brian Henshaw, and Chief Cook, followed by a discussion. Another worksession will be scheduled for this matter. 20775 4. Presentation on Access Bellingham Training Program INFORMATION ONLY. A video by Eero Johnson of EJ Visuals was shown. Council asked Mr. Johnson questions about his new training program. 1 20776 5. 2014 Financial Review INFORMATION ONLY Presented by Brian Henshaw, Finance Director 20777 6. Consideration of a Resolution expressing concern about the content and process for adoption of the Trans-Pacific Partnership Agreement A RESOLUTION OF THE BELLINGHAM CITY COUNCIL OPPOSING TRADE PROMOTION AUTHORITY ("FAST TRACK") FOR CONSIDERATION OF THE TRANSPACIFIC PARTNERSHIP (TPP) AGREEMENT, CALLING FOR A DRAFT OF THE TPP TO BE MADE AVAILABLE TO CONGRESS, LOCAL GOVERNMENTS, AND THE PUBLIC BEFORE THE CONCLUSION OF FINAL NEGOTIATIONS, AND ASKING THAT THE FINAL AGREEMENT SUPPORT THE ABILITY OF ITS SIGNATORIES TO ESTABLISH AND ENFORCE STANDARDS TO PROTECT THE NATURAL ENVIRONMENT, LOCAL ECONOMIES, AND THE HEALTH AND WELFARE OF ITS CITIZENS Roxanne Murphy/Terry Bornemann moved to recommend approval of the resolution. MOTION CARRIED 7-0. 7. Approval of City Council Committee and/or Special Meeting Minutes Michael Lilliquist amended the meeting minutes on page 2, "TEO" should be "TPA." Jack Weiss/Roxanne Murphy moved to approve March 9, 2015, meeting minutes as amended. MOTION CARRIED 7-0. 8. Old/New Business Jack recognized Mark Gardner, Senior Policy Analyst, for his many years of hard work on the Rental Registration and Safety Inspection Program and presented him with an honorary registration. Jack asked the Council what they wanted to do in response the letter they received from the Restorative Community Coalition asking for time before the Council. Gene stated that the process is farther down the line and the matter is no longer about building or not building a jail, but how. Michael stated that the coalition has the same access to them to offer their opinion as other worthy groups, via mail and email. Adjournment to Executive Session at 3:25 PM Adjournment at 3:56 PM 2
