Annual Update from Bellingham Whatcom County Commission Against Domestic Violence Presented by Susan Marks, Executive Director, BWCCADV INFORMATION ONLY 20789 2. An Ordinance amending Chapter 10.28 BMC to authorize voluntary compliance agreements with property owners where the violation does not create an imminent risk of harm to public health or safety AN ORDINANCE AMENDING CHAPTER 10.28 BMC TO AUTHORIZE VOLUNTARY COMPLIANCE AGREEMENTS WITH PROPERTY OWNERS WHERE THE VIOLATION DOES NOT CREATE A RISK OF IMMINENT HARM TO PUBLIC HEALTH OR SAFETY Terry Bornemann/Jack Weiss moved to recommend approval of the ordinance. MOTION CARRIED 7-0. 1 20757 3. Discussion of Proposed New Jail Facility Terry Bornemann/Pinky Vargas moved that the Administration present the entire memorandum (from the packet) to the County Executive so that the questions can be answered. MOTION CARRIED 7-0. 4. Approval of City Council Committee and/or Special Meeting Minutes Roxanne Murphy/Terry Bornemann moved approval of the April 20th minutes as submitted. MOTION CARRIED 5-0. Weiss and Knutson abstained. Roxanne Murphy/Michael moved approval of the April 22nd minutes as submitted. MOTION CARRIED 6-0. Weiss abstained. 5. Old/New Business Dan Hammill: Had a ride along with Community Paramedic Rob Stevenson and his mobile triage unit. Since the inception of the pilot program, calls from chronic 911 users have decreased significantly due to Mr. Stevenson's patient-centered care that connects them with the safety net. Dan thanked Chief Newbold and Mr. Stevenson for this opportunity. Pinky Vargas: LTAC received 18 proposals and interviewed four finalists before choosing the Bellingham Waterfront & Seafood Festival as Bellingham's new signature annual event. Roxanne Murphy: Emceed an event at Mount Baker Theatre attended by 1,325 people with author Timothy Eagan. Mr. Eagan's book is about the photography of Edward Curtis who photographed Native tribal members. Roxanne thanked the organizers of the event. Jack Weiss/Dan Hammill moved to recommend that the Public Works Committee review department policy establishing System Development Charges MOTION CARRIED 7-0. 2 Gene Knutson: Thanked Marie Marchand and Pinky Vargas for their help in his absence on April 20th. Mayor Kelli Linville: The Mayor's Arts Awards Ceremony was attended by 600 people. The Mayor thanked the BTV10 staff for creating a vignette of all the recipients.
