Call to Order Roll Call Gene Knutson, Chair Dan Hammill Pinky Vargas Roxanne Murphy Michael Lilliquist Jack Weiss Terry Bornemann Council Standing Committee Meetings: Committee Of The Whole 1. Approval of City Council Committee and/or Special Meeting Minutes Jack Weiss/Roxanne Murphy moved approval of the May 18th minutes as submitted MOTION CARRIED 7-0. 2. Old/New Business Pinky Vargas: Attended the Better Buildings Summit in Washington, D.C., last week, along with some events related to the Georgetown University Energy Prize. She is feeling very optimistic about Bellingham's chances of winning the Prize. Roxanne Murphy: Will share a story about the Opportunity Council tonight. Michael Lilliquist: Is intending to take up the topic of how we define boarding houses in Bellingham. He will talk with Rick Sepler and bring something forward for the Council to consider soon. Terry Bornemann: Attended a meeting on quiet zones with an amazing turn out. The meeting included a representative from the Federal Railroad Administration (FRA). 1 Mayor Linville: Also attended the quiet zones event. She would like to commend Ted Carlson for his comments at the event. Perhaps there can be a public meeting on the topic so that the public understands the issue, including funding and competing priorities. Additionally, some neighbors offered to pay for the cost of completing quiet zones. Jack Weiss: Wants some attention paid to the airport impacts on neighbors in the north. The Port doesn't seem interested in changing perimeter buffers in regard to the decibel level. He wants to work with the City and the Port for quieter aircraft and to be more stringent on helicopter use. Gene Knutson: The Council Retreat agenda has been reorganized. Marie will send out the revised agenda soon. The Mayor added that department heads can be available to give updates to Council anytime throughout the year. 3. Executive Sessions Adjournment 2

Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting.
