Call to Order Roll Call Gene Knutson, Chair Michael Lilliquist Terry Bornemann Jack Weiss Pinky Vargas Dan Hammill Roxanne Murphy Council Standing Committee Meetings: Committee Of The Whole 20968 1. Presentation of Mental Health Court and Behavioral Court Presented by Commissioner Pete Smiley and Guests 20969 2. Consideration of the Consent Decree for the Eldridge Municipal Landfill Site Jack Weiss/Dan Hammill moved to recommend authorizing the Mayor to enter into the Consent Decree with the Dept. of Ecology MOTION CARRIED 7-0. 3. Approval of City Council Committee and/or Special Meeting Minutes Jack Weiss/Dan Hammill moved to approve the committee minutes from 8-31-15 amended to include a failed motion. Council would like the clerk to include failed motions in the minutes. MOTION CARRIED 7-0. 1 4. Old/New Business* *Approval of Minutes and Old/New Business were discussed earlier after the Finance Committee (for video, see the Finance Committee) Pinky Vargas announced that the City of Bellingham and City of Anacortes received a grant in the amount of $150,000 from the Northwest Clean Air Agency to use on marketing for the Georgetown University Energy Prize. Michael Lilliquist reminded everyone that it is Whatcom Water Week. Jack Weiss told the Council that he will be meeting with people from Puget Sound Energy on Tuesday and may present a motion at the next meeting related to his remarks given at the 8-31 meeting. Roxanne Murphy said that she attended the first nigh market downtown. She said it was a huge success. Adjournment 2
