20966 1. Economic Development Strategic Action Plan
This item taken from the Community and Economic Development Committee and put
on Committee of the Whole
Roxanne Murphy/Pinky Vargas moved to approve the action plan
MOTION CARRIED 7-0.
20981 2. Ordinance Adding Transportation Network Companies to the
Bellingham Municipal Code
Roxanne Murphy/Pinky Vargas moved to recommend approval of the ordinance.
MOTION CARRIED 6-1. Opposed: Jack Weiss
Michael Lilliquist/Roxanne Murphy moved to recommend that staff work on updating
the taxi cab code to be in line with a more stringent criminal background check.
MOTION CARRIED 7-0.
Michael Lilliquist/Dan Hammill moved to amend the ordinance to make it a 10 year
background check

MOTION CARRIED 6-1. Murphy opposed
Dan Hammill/Michael Lilliquist moved to have fingerprinting as a method of
background check
MOTION FAILED 2-5. Murphy, Bornemann, Lilliquist, Vargas, Knutson opposed

Educational "E" and Government "G" Channel through 2016
Jack Weiss/Dan Hammill moved to recommend approval.
MOTION CARRIED 7-0.
20983 4. Discussion of 2016 Legislative Agenda
Michael Lilliquist/Dan Hammill moved to recommend adding long-term restoration
from rail accidents.
MOTION CARRIED 7-0.
Jack Weiss/Terry Bornemann moved to recommend supporting Jay Inslee's Climate
Action Plan.
MOTION CARRIED 7-0.
5. Approval of City Council Committee and/or Special Meeting Minutes
Michael Lilliquist/Roxanne Murphy moved approval of the 9-14-15 minutes as
submitted.
MOTION CARRIED 7-0.
Michael Lilliquist/Roxanne Murphy moved approval of the 9-9-15 minutes as
submitted.
MOTION CARRIED 5-0. Jack Weiss and Roxanne Murphy abstained due to being absent
on 9-9-15.

6. Old/New Business
Terry Bornemann would like the City Council to be able to make a statement about
where it stands regarding the jail.
