PROPOSITION 2, WHATCOM COUNTY PROPOSITION 3, AND
WHATCOM COUNTY PROPOSITION 9 WHICH RELATE TO PROPOSED
AMENDMENTS TO THE WHATCOM COUNTY CHARTER
Michael Lilliquist/Roxanne Murphy moved to recommend urging voters to vote No on
Propositions 1, 2, and 3.

Roxanne Murphy/Dan Hammill moved to recommend urging voters to vote Yes on
Proposition 9.
MOTION CARRIED 4-3. Opposed: Gene Knutson, Michael Lilliquist, Terry Bornemann
4. Approval of City Council Committee and/or Special Meeting Minutes
Roxanne Murphy/Dan Hammill moved approval of the September 28, 2015, minutes
as submitted.
MOTION CARRIED 7-0.
Terry Bornemann/Jack Weiss moved approval of the October 5, 2015, minutes as
submitted.
MOTION CARRIED 7-0.
Pinky Vargas/Terry Bornemann moved approval to amend the September 14,
2015, Public Works minutes as read aloud into the record.
MOTION CARRIED 6-0. Abstained: Michael Lilliquist
5. Old/New Business
Terry Bornemann/Pinky Vargas moved to have a draft resolution brought before the
Committee of the Whole on November 9th for discussion and possible approval. The
draft will be based off of Korean War Veteran George Drake's resolution stating that
the memorial plaque at Big Rock Park not be removed unless the City Council deems it
so and only after consultation with local veterans.
MOTION CARRIED 7-0.
