21032 1. A Resolution by the City Council of Bellingham, Washington Making a
Declaration of Substantial Need for the Purposes of Setting the Limit
Factor for the 2016 Property Tax Levy
Terry Bornemann/Roxanne Murphy moved to recommend approval of the resolution
MOTION CARRIED 7-0.
21033 2. 2016 Property Tax Levy Ordinance
Dan Hammill/Jack Weiss moved to recommend approval of the ordinance
MOTION CARRIED 7-0.
21034 3. Resolution Setting the 2016 City Council Meeting Schedule
Michael Lilliquist/Roxanne Murphy moved to recommend approval of the resolution

MOTION CARRIED 7-0.
21035 4. A Resolution Regarding the Korean War Children's Memorial in Big
Rock Garden Park
Under the third Whereas, add "Garden" after Big Rock. In the first Be it Resolved
clause, add "Korean War Children's Memorial in" before Big Rock Garden Park.
Terry Bornemann/Roxanne Murphy moved to recommend approval of resolution as
amended
MOTION CARRIED 7-0.
5. Approval of City Council Committee and/or Special Meeting Minutes
Michael Lilliquist/Roxanne Murphy moved approval of the October 26th minutes as
submitted.
MOTION CARRIED 6-0. Gene Knutson abstained.
6. Old/New Business
Terry Bornemann invited the public to a short ceremony for the unveiling of the new
Billy Frank, Jr. Street signs at the corner of Laurel and Indian Streets on Monday,
November 16th at 8:30 AM.
Mayor Linville asked that the Council consider changing the Council calendar to have
two successive meetings in August. The Council chose to keep the calendar as is with
the acknowledgement that it can be changed as needed in the future.
Mayor Linville, Brian Heinrich, and Peter Ruffatto reported on their meeting with
Sheriff Elfo on Thursday. The Mayor expressed appreciation for her staff for looking at
alternatives to reduce the jail population. Brian said that the Sheriff will put a
population cap on the downtown jail at the beginning of the year at 212 occupancy.
Sheriff Elfo was clear that he does not want any booking restrictions. Peter reported
that even before the Task Force recommendations come out, we can still make some
process changes.
21036 7. Work Session on the 2016 Supplemental Budget Modifications
Council Members presented their budget modifications for discussion with the
Administration and each other.

Councilmember Terry Bornemann's proposal is for staff to draft an ordinance and send
to the Community & Economic Development Committee.
Council directed staff to come back to Council with funding options on Councilmember
Weiss's proposal regarding the library.
Council asked that Councilmember Hammill's proposal be assigned to the Finance
Committee.
Councilmember Vargas/Councilmember Hammill moved that Council add the
reallocation of downtown safety and outreach funds to the Homeless Outreach Team
with the inclusion of $1,657 from the General Fund. MOTION CARRIED 7-0.
