City of Bellingham Committee Of The Whole Meeting Minutes 11/16/2015, 1:30 PM Mayor Kelli Linville Contact: (360) 778-8200, ccmail@cob.org Council Members Jack Weiss, Gene Knutson, Daniel www.cob.org/council Hammill, Pinky Vargas, Terry Bornemann, Michael Lilliquist All meetings are held in the City Hall Council Chambers at and Roxanne Murphy 210 Lottie Street, Bellingham, WA, unless otherwise noted. Call to Order Roll Call Council Standing Committee Meetings: Committee Of The Whole 1. Approval of City Council Committee and/or Special Meeting Minutes Two amendments were made to the 11/9/15 committee minutes as follows: In the Parks and Recreation Committee, Terry Bornemann (and not Pinky Vargas) voted against the Smoking Ban Ordinance. In the Community & Economic Development Committee, the issue of Paid Sick and Safe Leave will be added to the priority list of the City's legislative agenda for the upcoming session in Olympia. Lilliquist/Vargas moved to approve minutes as amended. MOTION CARRIED 7-0. 2. Old/New Business Parks and Recreation Interim Director Leslie Bryson mentioned that there are 500 distinct entrances to parks, trails, and open space in Bellingham. Posting signs at every entrance would be a significant undertaking. She would like to amend the ordinance language to give the Parks Director discretion about where the signs will go. Peter Ruffatto will insert that language for the ordinance's third and final reading tonight. Terry Bornemann announced that there was a short dedication ceremony this morning to put up the first Billy Frank, Jr. Street sign. Gene Knutson announced that he will be moving the Public Comment Period at tonight's meeting until after the Hearing Examiner's Semi-Annual Report and the three public hearings. In addition, he said that at the reorganization meeting of the Council 1 on January 4, 2016, he is going to bring up for discussion possibly moving the Public Comment Period to later on in the evening meetings so that business can be conducted first. 21051 3. Work Session on the 2016 Supplemental Budget Modifications The Council members and Mayor Linville discussed the Council members' budget modification proposals. The Administration recommended taking the extra funds from BTV10 PEG and moving them into the General Fund to pay for the proposals that have been brought forth by Council Members Bornemann, Weiss, and Hammill. Bornemann/Vargas moved to approve the allocation. MOTION CARRIED 7-0. Adjournment 2
