Adoption of the 2015-2016 Mid-biennial Budget Modifications Ordinance AN ORDINANCE AMENDING THE 2015 - 2016 BIENNIAL BUDGET, PROVIDING FOR ADOPTION OF THE MID-BIENNIUM ADJUSTMENTS TO THE BIENNIAL BUDGET PURSUANT TO THE TERMS OF RCW 35.34.130. Weiss/Bornemann motioned to approve the ordinance MOTION CARRIED 7-0 21061 2. Town-Gown Initiative - Developing a Coordinated Approach to Addressing Issues Associated with Off-Campus Housing and Related Behaviors INFORMATION ONLY Presented by Rick Sepler 1 21062 3. Annexation Agreement with Whatcom County Fire District 4 Murphy/Hammill motioned to approve the annexation agreement MOTION CARRIED 7-0 21063 4. An Ordinance Amending Bellingham Municipal Code (BMC) Sections 2.56.060 and 3.16.040 Regarding the Duties of the Hearing Examiner AN ORDINANCE AMENDING BELLINGHAM MUNICIPAL CODE (BMC) SECTIONS 2.56.060 AND 3.16.040 REGARDING DUTIES OF THE HEARING EXAMINER Weiss/Bornemann motioned to approve the ordinance MOTION CARRIED 7-0 21065 6. A Resolution of the Bellingham City Council Calling on the Washington State Legislature to Pass a Paid Sick and Safe Leave Law in 2016 A RESOLUTION OF THE BELLINGHAM CITY COUNCIL CALLING ON THE WASHINGTON STATE LEGISLATURE TO PASS A PAID SICK AND SAFE LEAVE LAW DURING THE 2016 LEGISLATIVE SESSION Vargas/Hammill moved to approve the ordinance as amended (change "2016" to "2016- 2017") MOTION CARRIED 7-0 7. Approval of City Council Committee and/or Special Meeting Minutes Lilliquist/Vargas moved approval of November 4th minutes MOTION CARRIED 7-0 Weiss/Hammill moved approved of November 16th minutes MOTION CARRIED 7-0 2 8. Old/New Business Council Member Bornemann read a statement condemning the racist threats of violence that occurred recently at WWU. He spoke in support of the students and faculty at WWU. President Knutson asked the Council if they would be amenable to moving the April 4th meeting to April 11th to accommodate Spring Break vacations for Council members. The Council consented and the change to the calendar will be made. Adjournment 3
