Call to Order Roll Call Gene Knutson, Chair Jack Weiss Dan Hammill Pinky Vargas Michael Lilliquist Terry Bornemann Excused: Roxanne Murphy Council Standing Committee Meetings: Committee Of The Whole 21086 1. Resolution Changing 8th Street to One-Way Northbound Between McKenzie and Harris Avenues in Fairhaven Dan Hammill/Jack Weiss moved to recommend moving this item to a worksession on January 11th in the Public Works Committee MOTION CARRIED 5-0. Abstained: Michael Lilliquist 21092 2. Discussion of City-Specific Legislative Agenda Presented by Brian Heinrich 21093 3. Contract Agreement with Yakima County for As-Need Jail Services Michael Lilliquist/Pinky Vargas moved to approve Mayor entering into this contract MOTION CARRIED 6-0. 1 21094 4. Contract Extension with Whatcom County for Jail Services Michael Lilliquist/Pinky Vargas moved to recommend that the Council endorses the direction the Administration is going in with regards to the contract MOTION CARRIED 6-0. 5. Approval of City Council Committee and/or Special Meeting Minutes Jack Weiss/Dan Hammill moved to recommend approval of Dec 7th minutes MOTION CARRIED 6-0. 6. Old/New Business Terry Bornemann announced that the 2016 Martin Luther King, Jr. Celebration will take place at noon on January 18th at City Hall. Dan Hammill announced that he has been working with the Mayor on the topic of having Bellingham move forward on some aspects of jail diversion set out in Spokane's "Blue Print for Reform." Dan Hammill would like to investigate the feasibility of bringing pump tracks to Bellingham and has been working with Leslie Bryson. Mayor Linville announced that she has promoted Leslie Bryson to the Parks & Recreation Director. Adjournment 2
