Whatcom County EMS Funding Work Group Recommendations Presented by Chief Bill Newbold INFORMATION ONLY 21196 6. Resolution Adopting a Statement of Incarceration Prevention, Criminal Justice, and Jail Planning Principles Roxanne Murphy / Gene Knutson moved to recommend approval of the amended resolution. The amendments include the following: In the third paragraph changing "should" to "will"; changing language in #8 to read "We support the location of…"; changing language in #10 to read "We support the apportionment of…" MOTION CARRIED 7-0. Terry Bornemann / Gene Knutson moved to amend the resolution in the fifth paragraph to add "drafting a new collaborative proposal to put before the voters as soon as feasible" MOTION CARRIED 7-0. Pinky Vargas / Michael Lilliquist moved to ask the Mayor to direct the staff to compile a list of available options using the resolution's goals as their guide for a comprehensive approach to meeting the city's needs for the jail which should include funding options, jail alternatives, and diversion needs MOTION CARRIED 7-0. 21197 7. Current and Anticipated Service Delivery Models Presented by Rick Sepler INFORMATION ONLY 8. Approval of City Council Committee and/or Special Meeting Minutes Gene Knutson / Roxanne Murphy moved approval of the March 21 minutes as submitted. MOTION CARRIED 7-0. 2 Gene Knutson / Roxanne Murphy moved approval of the March 23 minutes as amended. The amendment is adding "riparian corridor" to Councilmember Lilliquist's question. MOTION CARRIED 7-0. 9. Old/New Business Michael Lilliquist - Dept of Ecology is asking for comments on two proposed rules on oil spill response plans and notification of oil movement through communities. Do we want to provide comments as a City? The Mayor's Office will draft a comment for Council review. Dan Hammill - He went to Seattle and Yakima on a research expedition as part of his work on the Incarceration and Prevention Task Force. He met with a team from LEAD (Law Enforcement Assisted Diversion) that works with low level drug users to divert them. The cost of the program is $532 per person/month vs. $5,961 per person/month for those not in the program. In Yakima, he met with Jail Director Ed Campbell. He also met with Bellingham prisoners who reported that they were pleased with their stay in Yakima, relatively speaking. April Barker - She attended a lecture on veterans at WWU. On water utility bills you can ask for a discounted rate if you have SS disability. VA can be added to the disability qualification now. Adjournment 3
