Municipal Court Probation Contract Through Interlocal Agreement Between the City of Bellingham and Whatcom County, Pursuant to R.C.W. Chapter 39.34, the Interlocal Cooperation Act Gene Knutson / Dan Hammill moved to recommend approval of the contract MOTION CARRIED 6-0. 21263 2. Recommendations for Improvements to the City's Commercial Zoning Code Presented by Rick Sepler and UW Students INFORMATION ONLY 21264 3. Discussion of Bellingham City Council Ward Boundaries Michael Lilliquist / April Barker moved to recommend approval of scheduling a public hearing MOTION CARRIED 6-0. 1 21217 4. Resolution Directing the Placement of a Greenways IV Property Tax Levy on the Ballot for the November 8, 2016 Election Terry Bornemann / Michael Lilliquist moved to recommend approval of the resolution with modified language MOTION CARRIED 6-0. 21265 5. Proposed Ordinance Amending BMC 4.84 Presented by Amy Kraham INFORMATION ONLY 21266 6. Interlocal Jail Facility Use Agreement Proposal by Whatcom County Presented by Peter Ruffatto INFORMATION ONLY 7. Approval of City Council Committee and/or Special Meeting Minutes Gene Knutson / Michael Lilliquist moved approval of the May 16th minutes as submitted. MOTION CARRIED 6-0. 8. Old/New Business Terry Bornemann - The Downtown Bellingham Partnership sponsored a contest to design a Bellingham Flag. The winner was Bradley Lockhart. Terry suggested that he come give a presentation to Council about his flag. Pinky Vargas - The County discussed a resolution that will be coming back for a vote regarding implementation of a jail oversight board. Mayor Kelli Linville - The Cascadia Rising drill will be taking place June 7-8 involving over 400 volunteers simulating a 9.0 quake. Adjournment 2
