Discussion of Salary Commission Gene Knutson / April Barker moved to recommend that the commission consist of seven members MOTION CARRIED 6-0. Work Session Regarding the Draft 2017-2022 Transportation Improvement Program (TIP) Terry Bornemann / Gene Knutson moved to postpone the vote until the Council votes on Item 9 MOTION CARRIED 6-0. Gene Knutson / Roxanne Murphy moved to recommend approval of the amendment to Project #2 adding: "and other capital needs such as those of the WTA." MOTION CARRIED 6-0. Gene Knutson / Roxanne Murphy moved to recommend approval of the resolution as amended MOTION CARRIED 6-0. 21243 9. Work Session Regarding Transportation Benefit District (TBD) Funding Allocation in the (2017-2022) Six-Year Transportation Improvement Program (TIP) Michael Lilliquist / Gene Knutson moved to amend the 6th recital of the resolution adding: "although WTA has indicated they anticipate future capital projects within Bellingham for which they may seek TBD support." MOTION CARRIED 6-0. Michael Lilliquist / Gene Knutson moved to recommend passing the TBD funding as amended MOTION CARRIED 6-0. 10. Approval of City Council Committee and/or Special Meeting Minutes Gene Knutson / April Barker moved approval of the June 6th minutes as submitted. MOTION CARRIED 6-0. 3 11. Old/New Business Council Member Lilliquist took a tour of a homeless camp that the City is currently cleaning. There is a balance with caring for the most vulnerable and protecting community safety. The City just started the Safe Outdoor Program. Council President Vargas announced that the Association of Washington Cities (AWC) is hosting its annual conference this week and some Council members will be attending. She recognized and congratulated Mayor Linville for having received AWC's Advocacy Award. Adjournment 4
