21247 1. Review of the Draft 2016 Comprehensive Plan, Specifically the
Transportation Chapter and Capital Facilities and Utilities Chapter
Roxanne Murphy/April Barker moved to direct the Administration and Planning
Department to deliver ideas and processes related to T3, T11, T12, and T15 on
creating flexibility in the transportation element of the Comprehensive Plan
MOTION CARRIED 7-0.
April Barker/Terry Bornemann moved to direct the Administration to develop a sixth
goal named T-6 related to policies on transportation and environmental justice
MOTION CARRIED 7-0.

Roxanne Murphy moved to direct staff to assess how we use the word "sustainability"
throughout the Comprehensive Plan
MOTION CARRIED 6-1. Opposed: April Barker
Gene Knutson/Roxanne Murphy moved to add the amendment requested by the
Washington State Department of Transportation as follows: "Sunset Drive (SR 542) and
Old Fairhaven Parkway - Chuckanut Drive (SR 11) are designated as "State Highways of
Regional Significance" and also play a significant role in the movement of people and
goods. All of these State highways, which are also locally classified as arterial streets,
are accounted for in Bellingham's annual assessment as to whether the transportation
system has adequate capacity to serve the level of growth that is planned for. This is
reported each year in the publication of the Transportation Report on Annual Mobility
(TRAM)."

Roxanne Murphy/Gene Knutson moved to direct staff to draft an ordinance
for complete networks
MOTION CARRIED 7-0.
Michael Lilliquist/Terry Bornemann moved to direct staff to draft a new policy to
support the community policing model by providing adequate patrol staffing so that
officers are spending equal time on both proactive and reactive activities
MOTION CARRIED 7-0.
April Barker/Terry Bornemann moved to direct staff to insert language in the
introduction that relates to equity and inclusion so that it more broadly impacts all
the goals
MOTION CARRIED 7-0.
April Barker/Michael Lilliquist moved to have staff bring back possible policy
language, for inclusion in the Comprehensive Plan where appropriate, on
enforcement and removal of homeless camps in critical and riparian areas
MOTION CARRIED 7-0.

April Barker/Michael Lilliquist moved to add "contributing to community well-being"
in the library section of the Comprehensive Plan
MOTION CARRIED 6-0.
Terry Bornemann absent.

questions and, when appropriate, vote on a recommended action for consideration by

below also serves as notice of Special Meetings of the City Council at the times identified
as Council Members who are not members of the committee routinely attend and
participate in the Committee Meetings. Committee Chairs give a report of the
